Romania – Construction supervision services – Servicii de consultanță, supervizare și servicii de asistență tehnică din partea proiectantului pentru obiectivul „Modernizare spații de învățământ la Universitatea din Oradea – Clădire C” 2 loturi

The University of Oradea has signed the financing contract for the project "Modernisation of Teaching Spaces at the University of Oradea – Building C", Call Code PRNV/2023/623/1, Contract No. 459/24.12.2025, SMIS Code 305032. Therefore, public procurement is necessary with the object of Consultancy and Supervision Services and Technical Assistance Services from the designer for the objective "Modernisation of Teaching Spaces at the University of Oradea – Building C". The infrastructure that is the subject of the project, Building C – Building C7 – Campus A (heritage building), does not meet all the performance requirements of buildings imposed by current legislation - Law 10 - Quality in Construction: Operational Safety – with applicability to people with disabilities, hygiene and environmental protection, thermal insulation and energy efficiency (although they are heritage buildings, they are treated as such), durability and sustainability, nor the European quality standards for teaching and research activities - innovation. Currently, the building in question (Building C – Building C7 – Campus A) is vulnerable to water action, with infiltrations in the roof and basement areas, the roofs being partially degraded and, moreover, there are no watertight walkways, hydro-insulation elements at the lower part of these and an efficient network for collecting rainwater. From a seismic vulnerability point of view, the building that is the subject of the project does not comply with the normative CR6/2013 and the normative P 100/2006/2013/2019, being a non-reinforced masonry, non-conforming to seismic, dating from 1913, so it cannot be classified in the Seismic Risk Class Rs IV, in which the corresponding constructions are classified for which the expected seismic response is similar to that obtained in constructions designed on the basis of the current prescriptions. According to PT, the building is classified in the Seismic Risk Class Rs III, in which constructions are classified which, under the effect of the design earthquake, may present structural degradations that do not significantly affect structural safety, but for which non-structural degradations may be important. For the building in question, the following are required: rehabilitation and modification of the roof, waterproofing of the construction against water infiltrations from the roof area and from the basement area; thermal insulation of the top floor; modernisation of the electrical installation as well as the safety lighting circuit; modernisation of the heating installation; refurbishment of the exterior finishes of the building, in places, and the interior ones, these being degraded/morally and physically worn out; replacement of the existing joinery with new ones, made of wood, suitable for heritage buildings, respecting the initial concept of this, with additional thermal insulation; accessibility of the building for people with disabilities by equipping it with a lifting platform and arranging a sanitary group for people with locomotor disabilities. Through this documentation, the conditions for contracting are established for: - Lot 1 – Technical Assistance Services from the designer according to the distinct terms of reference during the execution of the works in accordance with the provisions of Law No. 10/1995 on quality in construction, republished, with subsequent amendments and additions - Lot 2 – Consultancy and Supervision Services related to the appropriate monitoring of the Contractor's compliance with the provisions of HG No. 1/2018 for the approval of the general and specific conditions for certain categories of public procurement contracts, related to investment objectives financed from public funds. The Contracting Authority will ensure the technical and financial management of the project and the execution of the works.
