Project information: The property is in the special assets of the Social Welfare Office. The building at Friedrichstraße 1-3 is part of a construction complex that was planned by the renowned Berlin architect Werner Düttmann as part of the residential development at Mehringplatz from 1966 to 1975. As a so-called follow-up residential facility for the surrounding apartments, a daycare centre, a youth recreation centre and a baby care centre were created. Today, the building is used by various providers of social facilities. The building complex, consisting of two areas, is not a listed monument. The structure of the building refers to the different uses. Friedrichstraße 1, now known as the district centre, houses various providers offering special services for different user groups, such as a canteen and the district management. Friedrichstraße 2-3 is used by the Kreuzberg "Musikalische Aktion (KMA)" youth recreation facility, the "Antenne". Due to limited funds, only a few measures have been taken for structural maintenance or modernisation since its construction. The condition is characterised by a considerable need for renovation of the roof and facade, outdated and worn-out building services and significant deficiencies in fire protection. Due to fire protection deficiencies, parts of the building have already been prohibited from use. To enable safe operation until the complete renovation, the district is currently investing around 1,741,000 € gross from SIWA funds in the reusability of the rooms. For this purpose, an emergency exit staircase will be built from the basement to the outside and new doors will be installed to meet the fire protection requirements. Further measures include the provisional sealing of roof areas, the decommissioning of the hot water preparation, the renewal of the pipe routing for drinking water, wastewater and rainwater in the entire basement, the new laying of the strands in selected sanitary areas, the renewal of the district heating station without hot water preparation, the conversion of the cloakroom on the ground floor into a barrier-free WC and the elimination of further fire protection deficiencies, e.g. the renewal of the house alarm system and emergency lighting. The construction measure will be completed in November 2026. The site is now to be completely renovated and made barrier-free. To create the construction site, the users must be relocated. The building is a masonry structure made of lime sand bricks and hollow blocks. The inner walls are pointed and plastered, the outer facades are plastered. The parapets are made of exposed concrete. The floor slabs, staircases and landings are made of reinforced concrete. In the basement, a 3 cm thick screed is predominantly applied, in the floors it is floating 6 cm thick. The frequently used rooms received a rubber studded floor, all others PVC or textile floor coverings, the community room parquet. The roofs are partly walkable, they are designed as warm roofs and received earth backfilling with planting. The wooden windows are equipped with insulated glazing, the external doors are made of metal with large glazing. The internal doors have wooden door leaves, which strike in steel frames. The building is connected to the district heating network. The main objectives of the project are the preservation of the site and the operational safety of the social and cultural facility. This requires extensive refurbishment of the building and its technical equipment in accordance with the applicable regulations. In addition to energy efficiency, this also includes the creation of a second structural escape route. For reasons of sustainability and preservation of the building character, it is necessary that the preservation of the surfaces takes priority over dismantling and replacement. It must always be checked whether damage can be carefully repaired before components, fittings, equipment and coatings are completely replaced. Necessary layout adjustments should be made carefully, i.e. in the sense of the work. A BNB target agreement with the target of Silver (target: 70.6 points) is available with the needs programme. The cost ceiling for the construction measure according to the checked needs programme is 17,213,250.09 € gross including unforeseen events. The costs mentioned include cost groups 200 to 600 according to DIN 276, as of IV quarter 2025. The preliminary allocable costs of cost group 400 amount to 4,008,160.08 € net.
