The City of Velbert intends to construct a new science building (Sub-project 1) for the Gymnasium, a new DIN 3-fold sports hall (Sub-project 2) with a tribune, and a car park facility in the eastern area of the property (Sub-project 6) at the Schulzentrum Birth in Velbert. The subject of this procedure is the appointment of a general planner for the above-mentioned measures. The contractor is free to offer specialist planning services or to form a consortium with different specialist planners. Subcontractors are permitted in this tendering procedure. The aim is to create a functional performance description in which the framework parameters and essential qualities for the further planning of the science building and the DIN 3-fold sports hall are defined. The general planner is responsible for the preparation of all necessary documents up to the creation of a functional performance description incl. key details, plans and calculations. Based on the functional performance description, a general contractor will be tendered for the further planning and construction of the two new buildings and the adaptation of the outdoor facilities. The general planner can be optionally commissioned with partial services from the planning and execution phases LPH 3-8 to secure the qualities defined in the functional performance description; this may involve a step-by-step commissioning. An energy-efficient construction method is as important as a demand-oriented equipment of the buildings and outdoor facilities. The room concepts must follow a high pedagogical quality of stay as well as the organisational aspects. Furthermore, the requirements for structural safety (fire protection, escape routes, accessibility) must be met.
