Netherlands – Health and social work services – Hoogspecialistische Jeugdhulp ('HSJ')

The municipality of Groningen, on behalf of ten Groningen municipalities, awards the Highly Specialised Youth Care (HSJ). The contract concerns the organisation, coordination and (phased) implementation of highly specialised youth care for young people with complex problems, including the formation of a regional cooperation network of youth care providers. The aim is to achieve family-oriented, integral and sustainable youth care with a phased introduction of task-oriented funding. The contract value of the HSJ procurement is 112,76 million euro per year (price level 2024). The total contract value over the entire duration of the agreement (10 years + possible extensions of 5 x 2 years), including an average wage-price indexation of 5% per year, is 4,532 billion euro.
