Denmark – Construction work – Udbud af totalentrepriseaftale om udvikling og opførelse af nye såvel som transformerede boliger på Slotsherrensvej 113, 2720 Vanløse

The contracting authority is Boligforeningen AAB afdeling 129 under stiftelse, Boligforeningen AAB afdeling 129-2 under stiftelse and Boligforeningen AAB afdeling 129-3 under stiftelse, hereinafter collectively referred to as “AAB”. AAB wishes to transform a newly acquired, existing industrial property located at Slotsherrensvej 113, 2720 Vanløse into a new attractive public housing area. The project (”TO-R”) consists of the demolition of existing industrial properties, remediation, soil cleanup, conversion of other industrial properties into housing, and the construction of new housing. This will be accompanied by the establishment of a parking basement, convenience store, and related outdoor and common areas. The establishment of the parking basement and convenience store (grey box) will be carried out by AAB for Jemidan ApS (as complement for Jemidan K/S) or order (hereinafter “Jemidan”), in a reverse delegated developer model for Jemidan as the actual real developer of this part (”Commercial Project”). Jemidan is therefore solely responsible for payments related to this part of the construction, just as the tenderer must provide a separate ABT18-guarantee to Jemidan for the Commercial Project. Since the contracting authority is a public housing organisation, the tender is conducted with a set maximum economic framework. For this reason, the tenderer must, as part of the tender, confirm that the tenderer can carry out the total enterprise within the maximum economic framework for each of the three support cases. The total economic framework has been calculated based on four sub-areas with separate economic frameworks. The sub-areas reflect AAB’s three support applications (sub-area 1A, sub-area 2A and sub-area 2B) as well as the commercial project (sub-area 1B). The project is tendered in total enterprise with early involvement, as Boligforeningen AAB has assessed it to be appropriate to bring the total enterprise’s competencies and experience into the project early on, considering the project’s complexity.
