Description

The Investment Bank Schleswig-Holstein (IB.SH), the central funding institution of the state with currently almost 900 employees, is seeking a service provider for the provision of support services in active land development. The State of Schleswig-Holstein supports municipalities in the development of building land as part of the funding programme "Active Land Development – Building Land Fund Schleswig-Holstein" enacted in 2022. The current version of the funding guidelines for the Building Land Fund was issued by the Ministry of the Interior, Municipal, Housing and Sport on 10.09.2024 and is valid until 31.12.2027. An extension of the guidelines is envisaged. The guidelines are part of the tender documents. The core objective of the Building Land Fund is to support the grant-eligible municipalities (also referred to as municipalities) named in Section 3 of the funding guidelines in an active land policy with priority consideration of land mobilisation in the inner area. In particular, any unprofitability in land development is to be partially compensated and the municipalities thereby encouraged to focus more on the often difficult and financially demanding inner development and densification. The Building Land Fund is divided into two programme parts. In Programme Part 1, the State supports the municipalities in decision-making regarding the implementation of land development and in determining the necessary next steps by funding a potential analysis. In Programme Part 2, the implementation of the land development measure is funded.
