France – Alarm-monitoring services – Télésurveillance des Sites GRDF et Installation / maintenance de matériels de détection d'intrusion

The Real Estate and Mobility Department of GRDF wishes to set up a contract for the remote monitoring of GRDF sites across the entire national territory. This future remote monitoring service will work in collaboration with the future security command post (the "PCS"), which will be operational in September 2026. The target volume of GRDF sites to be remotely monitored by the end of 2027 is estimated to be just under 200. The services concern:

- The remote monitoring of sites designated by GRDF

- The supply and/or replacement of SIM cards in alarm control panels as necessary

- The preventive maintenance of alarm control panels and volumetric detectors of sites designated by GRDF

- The corrective maintenance of alarm control panels and volumetric detectors of sites designated by GRDF

- If the situation requires it, the physical verification in coordination with the PCS and the GRDF representative on the GRDF site(s) confirmed

- The installation of alarm control panels on sites designated by GRDF

- Additional services

- Coordination with the future security command post

The video verification services are excluded from the scope of the consultation and will be handled by third parties. It is also expected that the candidate will have the capacity to cover the entire French territory concerning the physical verification and the maintenance and installation operations of the alarm control panel and volumetric detector equipment. Note that this contract is being relaunched following an unsuccessful declaration.

Candidacy capacity criteria

Technical and professional capabilities (90% weighting):

- Quality and relevance of 3 recent references of remote monitoring including maintenance and installation of alarm control panels with a legal entity of similar size and similar to the subject of the contract (national multi-site projects)

- Technical means implemented by the candidate in relation to the contract (notably certifications, material means)

- Average staff in relation to the contract (internal and external staff, staff related to maintenance and installation operations of alarm control panels by department, security staff related to physical verification)

Economic and financial capabilities (10% weighting):

These capabilities will be assessed in light of the financial capabilities available to the candidate to ensure the proper and complete execution of the subject of this contract notice:

Minimum required requirements:

- The candidate must be able to prove that they are the holder of a professional card from the CNAPS as well as their directors.

- The candidate must be able to prove a minimum level of APSAD P3 or higher certification

- The candidate must be able to prove their capacity to intervene throughout the territory of mainland France both for maintenance and installation operations of the equipment and for physical verification services.

Candidates are informed that a minimum turnover is required for this contract, therefore candidates must be able to prove a minimum annual turnover of 640,000€ (six hundred and forty thousand euros) for the last known exercise at the date of publication of the contract notice.
