The subject of the performance of the public contract (hereinafter „public contract“) are legal services and legal advice under the regime of Act No. 85/1996 Coll., on the legal profession, specifically the provision of legal services and advice in the field of grants, public support and EU law, and that from the position of both the recipient and the provider of grants or public support within the scope of the Framework Agreement (Annex No. 1 of the tender documentation):

• Public support / grants – setting up the support regime and compliance with the project (opinions on setting up support in relation to the call, consultations with the managing authorities, interpretation of rules, market analyses, assessment of the consistency of implementation with the allocated support, advice in relation to the guidelines and methodological documents of COCOF);

• Financial control / budgetary rules – defence in control and recovery matters (objections to the control protocol, appeals against the payment measure, opinions on breaches of budgetary discipline, preclusive deadlines for recoveries);

• Public support – expert analyses/case studies (in particular de minimis, Article 107 TFEU);

• Grant programmes – legal consultations;

• EU compliance outside of grants/support (GDPR, eIDAS) (methodologies, recommendations, related advice);

• EU law – assessment of the notification obligation of a technical regulation;

• Public support in the area of services of general economic interest.
