The subject of the procurement is a financial planning system suitable for use by a municipal organisation, which supports the preparation, forecasting and basic reporting of the municipal budget and financial plan in accordance with the Municipal Law. The system must enable multi-year (at least 1+3) financial planning, budgeting by sector and cost centre, as well as scenario and forecasting functions. The system must include personnel planning functionality, which enables the multi-year (at least 1+3) planning of person-years, salary costs and indirect costs as part of the budget and financial plan, as well as their annual forecasting. The solution must support task, position and cost centre level planning and integrate with payroll and HR systems to ensure up-to-date cost information.
