About the DIS: Trollhättan Municipality intends to purchase work training places with the aim that participants who are to be placed will develop their skills, which hopefully leads to increased employability. By participants are meant persons who do not work or study. The reason may, for example, be long-term unemployment due to illness or disability, or that the participant is a new arrival in Sweden. The procurement is a so-called reserved procurement according to LOU 4 kap §18 which means that only a certain type of supplier is approved: From the procuring authority's website: The provisions mean in short that procuring organisations, under certain conditions, may positively discriminate certain suppliers who would otherwise lack the opportunity to obtain contracts under normal competitive conditions. Only suppliers who meet these conditions may participate in the procurement.
