Plans for the new construction of the fire station in 31191 Algermissen, Neue Straße 25. .......... To meet the requirements of the 2018 Fire Service Needs Plan (current update from 16.06.2025), the municipality of Algermissen has decided to build a new fire station in Algermissen at the location Neue Straße 25. The location, due to its eastern position within the district, provides extensive coverage to the east towards the district of Groß Lobke and achieves area coverage of the entire municipal area within 8 minutes. The property, owned by the municipality of Algermissen, is located in the established village area and was previously used as an agricultural farmstead. The existing main and ancillary buildings are scheduled to be demolished in 2027. The property size is approximately 3995 m². The site has only slight elevation differences. To the north, the plot 281/2 borders on adjacent residential development, as well as on plot 283/3. To the east, there is the technical access via Teichstraße. To the south, plot 263/7 with adjacent residential development borders on it. To the west, plot 281/2 is framed by the Dunkle Straße as a local road. The main traffic axis as a direct alarm entrance and exit for the new fire station is the street "Teichstraße" or "Neue Straße". Planning law classification: The property is located in an undeveloped inner area. The planning law permissibility of a construction project is therefore governed by § 34 BauGB. A new building is permissible if, in terms of type and scale of use, building design, and the area of the property to be developed, it blends in with the character of the immediate surroundings. The local building regulations as a by-law of the municipality of Algermissen for the village centre in Algermissen should be examined within the framework of the VgV procedure when processing the solution sketch to determine whether the requirements for the roof design for the new fire station can be implemented and sensibly carried out. (see attached local building regulations). If the solution sketch or the further planning process reveals that the requirements are not practical or economically feasible, it may be necessary to adjust the local building regulations. Based on the information provided by the municipality of Algermissen regarding the active members and vehicles of the local fire department in Algermissen, as well as the intended use, taking into account the "Planning principles for fire stations" DIN 14092-1 (as of June 2024), and the DGUV Information 205-008 "Safety in the fire station", a room programme with the expected rooms and areas (target areas according to DIN) was created on one floor. The Algermissen fire department currently has 80 active members on duty, including 10 female members and 70 male members. The youth fire department and the children's fire department each comprise 22 members. The room programme is based on a vehicle hall with 5 parking spaces size 2, each with a passage height of 4.00 m. The expansion option (area) for an additional parking space/vehicle box size 2 should be included in the planning. The ground-level social tract should include the necessary rooms, such as workshop, technical, sanitary and changing areas, a training and conference room, a youth room, an office for the incident command, as well as various ancillary and storage rooms. Room areas for a children's fire department are provided in the youth room. If necessary, the areas for the training, conference and standby room can be combined with the areas for the youth room as a multi-purpose room. The net floor area based on the target area specifications according to DIN is approximately 947 m² for this room programme. Of this, approximately 325 m² NGF is allocated to the vehicle hall and approximately 622 m² NGF to the social tract. For the solution sketch in the VGV procedure, the implementation of the room programme with a single-storey as well as a two-storey design is possible. Furthermore, a freestanding storage hall (unheated cold storage) as an external storage facility with a net floor area of approximately 100 m² should be planned on the property. The new building should be functionally and economically planned and constructed in medium equipment quality. The use of environmentally friendly and sustainable building materials is preferred. The preliminary and design planning will be coordinated in detail with the involvement of the administration and the fire department. In the further planning process, it must be examined to what extent the existing house connections are sufficiently dimensioned for a planned new building of the fire station. The subsequent cost estimate for the new construction of the fire station in Algermissen was based on the cost estimate (as of 04.05.2026) for the currently planned new construction of a fire station in the district of Lühnde with a vehicle hall with 4 parking spaces size 2 and a social tract on one floor. The cost estimate takes into account additional costs for a pitched roof with a 25° roof pitch over the social tract according to local building regulations. Furthermore, the cost estimate includes the costs for the new construction of a storage hall (cold storage) with a net floor area of approximately 100 m². In addition, an assumed construction cost increase of 5% is included in the cost estimate. The cost estimate includes cost groups KG 300, 400, 500 according to DIN 276 (excluding the costs of KG 100, 200, 600 and 700) and amounts to 4,220,000.00 Euro gross. .......... Within the framework of the tendering procedure, solution sketches are to be developed in the tender phase, the evaluation of which is part of the award criteria. Each bidder will receive a compensation of 5,000.00 EUR net, provided a formally non-excludable offer is submitted.
