Description
The contracting authorities are the public-law broadcasting corporations united in the Arbeitsgemeinschaft der öffentlich-rechtlichen Rundfunkanstalten der Bundesrepublik Deutschland (ARD), the Zweites Deutsches Fernsehen (ZDF) and the Deutschlandradio (DR), represented by the management of the Beitragsservice of ARD, ZDF and Deutschlandradio (hereinafter referred to as "Beitragsservice" or "contracting authority"). The Beitragsservice intends to conclude a service contract for the provision of tasks in the z/OS system environment for a contract period of up to three years. The service contract will be concluded upon the award of the contract. A transition phase is planned to prepare for the takeover of operations, which will begin on 01.02.2027. It serves the familiarisation and the transfer of operational responsibility from the current contractor to the future contractor. The takeover of operational responsibility by the contractor must take place by 01.07.2027. From this date, the contractually agreed services must be provided. The advertised service contract has a fixed term of two and a half years, from 01.07.2027 to 31.12.2029. In addition, the Beitragsservice has the one-time option to extend the service contract by a further 6 months, until 30.06.2030. The total price includes all services during the contract period (= services at a fixed annual lump sum price plus the transition phase based on a lump sum price). As part of the z/OS services, the external service provider (hereinafter referred to as "contractor") is to ensure the operation of the Beitragsservice's z/OS system environments. The mainframe infrastructure remains at the location of the Beitragsservice. The tasks relate to services in the areas of z/OS system programming, storage management, RACF administration and z/OS operating. The service provider must provide day-to-day business, ongoing activities and periodically recurring activities. The tasks will be processed using the applications provided by the Beitragsservice via a remote access and using the technical facilities and workstations of the service provider. The remote access is provided via a service managed by the Beitragsservice. As an orientation for the annually average workload, the Beitragsservice assumes an average annual requirement of up to 486 person-days (PT). The contractor is obliged to forecast the workload based on the requirements of the tender documents. In this case, the workload estimate of the Beitragsservice can also be exceeded or fallen short of. The service provider must ensure the service time from Monday to Friday (except for nationwide public holidays) from 06:30 - 17:00. The service provider must be available in German language for the Beitragsservice within the service times. Direct contact with the service provider must be ensured. The deployment of all employees required to implement this contract is the responsibility of the service provider. The service provider must ensure that only appropriately qualified personnel are used to provide the service throughout the contract period. The service provider ensures through appropriate technical and organisational measures that the service is provided without delay and unrestricted in the event of failure of its employees. In the event of absence (e.g. holiday, illness), substitutes with the same qualifications must be deployed. Any necessary familiarisation efforts will not be provided or remunerated by the Beitragsservice. The operating time of the z/OS systems and the connected systems for data storage and data backup is 7 x 24. The operational readiness of the z/OS system environment must be ensured while maintaining information security. The operation of the systems is divided into the online operation and the batch operation. The online operation is defined from Monday to Friday between 06:00 - 19:15 and on approx. 15 days a year also on Saturdays between 06:00 - 14:00. In the remaining time, the batch operation takes place. The response times are determined depending on the service time and the priority. Disruptions of urgency 1, which are reported within the service time, must be processed on the same working day. Defined service requests must be implemented within a defined time. Further details on the advertised services are contained in the tender documents (in particular Part B "Service Description"), which suitable bidders will receive after the conclusion of the selection procedure with the invitation to submit the first offer.
