Within the scope of this contract, there are three (3) types of communication services. These communication services are divided into three (3) lots:

- Lot 1: six (combinations of) communication agencies that handle communication issues in the areas of strategy, concept and execution.

- Lot 2: five design agencies for tasks in the areas of graphic design and desktop publishing (DTP).

- Lot 3: three (combinations of) communication agencies that focus on digital communication issues.
