Germany – Vehicle refuelling services – Errichtung und Betrieb mobiler Wasserstofftankinfrastruktur (Los 1)

The Landkreis Spree-Neiße/ Wokrejs Sprjewja-Nysa is conducting a negotiated procedure with prior call for competition for the promotion of the establishment and operation of a mobile hydrogen refuelling infrastructure in the area of the Landkreis Spree-Neiße/ Wokrejs Sprjewja-Nysa (also referred to as the “project area”) in accordance with the regulations of the Concessions Awarding Ordinance (KonzVgV). The project is fundamentally eligible for funding under the Structural Strengthening Act for Lignite Regions Article I - Investment Act for Lignite Regions of 8 August 2020, due to the decision of the Interministerial Working Group on 6 December 2023, which was necessary according to the directive of the State Chancellery of the State of Brandenburg of 24 November 2020 for the implementation of the financial assistance of the Structural Strengthening Act for the part Investment Act for Lignite Region.

With the tender, the establishment and operation of future-proof mobile hydrogen refuelling infrastructures in the project area are to be achieved and promoted, so that a demand-oriented hydrogen refuelling supply can be established and maintained in the project area (also referred to as the “project”). Currently or in parallel, an electrolyser including a permanent fixed hydrogen refuelling infrastructure is already being constructed in the project area. This fixed hydrogen refuelling infrastructure is expected to be fully completed or commissioned by 2031. Until then, the supply of hydrogen in the project area is to be ensured by a mobile hydrogen refuelling infrastructure. After the commissioning of the fixed hydrogen refuelling infrastructure, supply is also to continue via the mobile infrastructure, and the successful bidder will then obtain the hydrogen from the operator of the electrolyser in the project area. The successful bidder may realise the project and, based on the fundamentally established eligibility for funding, may apply for corresponding grants from the Investitionsbank des Landes Brandenburg for the creation of the hydrogen refuelling infrastructure, but bears the substantial entrepreneurial risk for the establishment and operation of the corresponding mobile hydrogen refuelling infrastructure, in particular the operating risk itself. However, it is not certain whether and to what extent the project will ultimately be funded and this can depend in particular on the application of the successful bidder or concessionaire and its offer and must be clarified with the grantor within the framework of the application.
