The Municipality of Ede wishes to tender the operation of car-sharing vehicles in Ede-Centrum and electric cargo bikes throughout the Municipality of Ede through concessions. With these concessions, the Municipality aims to achieve a qualitative, sustainable, and accessible offer of car-sharing vehicles and electric cargo bikes, in line with the spatial development of the central area and the mobility challenges of the Municipality. Given the different markets and the different concession areas for car-sharing vehicles and electric cargo bikes, the Municipality has chosen to tender these concessions through two separate tenders: one for electric cargo bikes and one for car-sharing vehicles. This tender concerns the tender for electric cargo bikes. The contract concerns the concession for the operation of electric cargo bikes in the Municipality of Ede. The concession will be implemented under three regimes:

• Regime 1: basic offer of cargo bikes in Ede-Centrum within the operating area of the Mobility Fund (as shown in Appendix 2);

• Regime 2: maintaining the offer of cargo bikes at 14 already proven locations;

• Regime 3: organic expansion in the rest of Ede.
