France – Architectural, construction, engineering and inspection services – Maitrise d’œuvre pour la restauration des façades et des menuiseries extérieures situées avenue Victoria et rue Adolphe Adam ainsi que des façades sur cours intérieures du bâtiment sis 12-14 quai des Gesvres à Paris (75004)

The contract is for the provision of the design services for the restoration of the facades and exterior joinery located on Avenue Victoria and Rue Adolphe Adam, as well as the facades on the inner courtyards of the building located at 12-14 Quai des Gesvres in Paris (75004). The building, forming an island, rises to a ground floor and six floors. The central courtyard is built above the ground floor. There are four main exterior facades and four small facades at the chamfered corners. The works involve the restoration of the stone and render facades, the ironwork, the rainwater drainage system, the lead elements, and the replacement of the exterior joinery. Given that the building dates back to the 1860s, expertise in heritage restoration will be necessary for the design services to successfully complete this mission and liaise with the Buildings of France services. The works in question are subject to administrative authorisation, which must be obtained by the contractor of the present contract. Finally, as the site houses active 24/7 police services and the public, the planning of the organisation of the works on the occupied sensitive site must be taken into account from the Study phases. For information, a first facade restoration operation on Quai de Gesvres and Rue Saint-Martin will be launched in 2027 and is not part of this mission. The contractor will be entrusted with the following basic missions: Preliminary Design Studies (APS); Definitive Preliminary Design Studies (APD); Project Design Studies (PRO); Assistance for the award of works contracts (ACT/DCE); Conformity check - visa (VISA); Works contract execution management (DET); Assistance during the reception operations and during the period of completion guarantee (AOR). The content of the mission elements is set out in the Public Procurement Code and in the order of 22 March 2019 specifying the technical implementation modalities of the mission elements of the design services entrusted by public contracting authorities to private providers.
