Germany – Architectural, construction, engineering and inspection services – Neubau Nuklearmedizin - Universitätsklinikum des Saarlandes, Homburg

The subject of this procurement procedure is all planning and supervision services for building design in accordance with Section 3, Part 1 of the HOAI 2021, which are necessary to plan and execute the new building for nuclear medicine. The Universitätsklinikum des Saarlandes (UKS) is the university hospital of the University of the Saarland with its seat in Homburg. The hospital campus is located south of the city centre of Homburg and comprises a forest area of more than 200 hectares, in which more than 100 hospital buildings are distributed. The Universitätsklinikum des Saarlandes is planning the replacement new building for the Clinic for Nuclear Medicine. The new building will serve the clinical care of patients with nuclear medical diagnostic and therapeutic procedures. The building is divided into the three functional areas of ward, diagnostics and outpatient clinic as well as laboratory including proportional areas for research and teaching. The medical care focuses on the diagnostics and treatment of thyroid diseases as well as oncological diseases. In addition, the spatial conditions for the further development of innovative nuclear medical treatment methods are to be created. The planning services will be commissioned in stages: Contract stage 1 / Performance stage 1: Performance phases 2; Contract stage 2 / Performance stage 2: Performance phases 3, 4; Contract stage 3 / Performance stage 3: Performance phases 5, 6, 7 Contract stage 4 / Performance stage 4: Performance phase 8 Contract stage 4 / Performance stage 5: Performance phase 9 The partial services to be provided in the individual performance stages or performance phases can be found in the annex "Specific performance obligations", which are part of the tender documents. Pauses may occur between the individual performance stages/phases due to checks and necessary releases. The ES-Bau is to be submitted no later than 8 months after the order is placed. The EW-Bau is to be submitted no later than 9 months after the ES-Bau has been released. Submission of tender documents: Dates according to approved EW-Bau. With the call-off of performance stage 4, the schedule is to be updated by the contractor in coordination with the client or the project controller commissioned by the client on the basis of the dates according to § 5.4.1 of the contract. The dates contained therein represent the contractual deadlines for the start and completion of construction. Procedure stage 1 – Competition for participation An unlimited number of applicants are invited to submit applications for participation. The exclusion criteria for the application for participation as well as the eligibility criteria and their weighting and evaluation can be found in detail in the evaluation matrix stage 1 competition for participation. The fee offer is not to be submitted with the application for participation, but only after a separate request in the second procedure stage. Procedure stage 2 - Offers and Negotiation After being invited by the client, the selected bidders submit the following documents by the set deadline: Proof of the planned project team, presentation documents for the negotiation meeting, initial fee offer. The client reserves the right to award the contract on the basis of the initial fee offer without further negotiations. After the completion of all negotiation meetings, the bidders are requested to submit their final offer (presentation documents and final fee offer) on time via the award platform. The negotiation meetings will be conducted in German, and the entire project implementation will also be conducted in German. Until the expiry of the binding period, the bidder is bound to his offer. There is no compensation for the costs of the application documents and the services for the negotiation procedure. After the final fee offers have been received, the evaluation will be carried out on the basis of the evaluation matrix stage 2. The award criteria as well as their weighting and evaluation criteria can be found in detail in the evaluation matrix stage 2 for the negotiation procedure. With the final offer, the bidder must confirm in writing that he acknowledges the draft contract, which is attached to the tender documents. Award of Contract The contract is awarded to the offer which, taking into account the award criteria according to evaluation matrix stage 2 for the negotiation procedure, achieves the highest overall score. The client reserves the right to limit the commission to individual performance stages, to partial services of individual performance stages or to individual sections of the construction measure. With the conclusion of the contract, the client commissions the contractor to provide the performance stage 1 (ES-Bau). The client intends to commission further services individually or in their entirety if the planning and implementation of the construction measure is continued. There is no legal entitlement to the commissioning of further performance stages. The contractor is obliged to provide the services of the further performance stages if the client transfers them to him within 36 months after completion of the services commissioned so far. The contractor cannot derive any increase in his fee from the staged commissioning. The contractor cannot assert any claims against the client from the non-commissioning of further stages. The client remains free in his decision as to whether he commissions the contractor or a third party with further services.
