The subject of the tender is the preparation of project documentation for the implementation of a central monitoring system for ICS networks at the EMO12, MO34, EBO, VE, ENO and EVO sites. The central monitoring system will be a single system for all locations, but the project documentation will be prepared individually for each location, at least in the following scope: - Implementation project (prepared separately for each location), - Schedule or time estimate of the duration of implementation phases and individual work, control and testing activities, - Technical and commercial specification (TOŠ), in which the complete deliveries of HW and SW will be defined in detail, including the scope of necessary work and prices, - Technological procedure for assembly, - Risk assessment of work performance (as a separate document), - Safe work procedure (BPP) (prepared separately for each location), - BOZP plan, - Waste management plan, - Control and testing plan (PKS), - Test programs (PKV and KV), - Procedure for commissioning the monitoring system, including the procedure for its configuration and procedures in the "learning" process of the system, - Operating, maintenance and servicing instructions for the system and delivered devices, including incident response procedures, - Documentation resulting from the general security standards of the company Slovenské elektrárne, a.s. in the field of cybersecurity, architectural and technological standards of ICS, including the document Cybersecurity, - Proposal for revisions of parts of the operational documentation of the purchaser affected by the project change, mainly technological operational instructions, architecture and topology schemes of the affected ICS systems depending on the supplier's project solution, - Documentation for fire safety of the building, assessment of the impact of implementation on the change of fire safety character or increased fire load of the building – in case it results from the supplier's project solution. The prepared project documentation for implementation will mainly include: - detailed assessment of individual ICS networks and systems of the EMO12, MO34, EBO, VE, ENO, EVO sites for the purpose of proposing a technical solution and implementing suitable SW tools for central monitoring of the operation and security of technological ICS networks, - technical solution of the central monitoring system of the operation and security of technological ICS networks, - technical solution of necessary modifications of affected ICS networks and systems for their connection to the monitoring system, - technical solution of connecting affected ICS to the monitoring system. The aim of the project is to create a central monitoring system for the operation and security of technological networks of industrial control systems ICS with detection of potential cybersecurity threats, which will monitor the connected ICS of the EMO12, MO34, EBO, VE, ENO and EVO sites. The introduction of central ICS monitoring will achieve an increased level of cybersecurity of ICS of individual locations, compliance with the requirements of valid Slovak legislation and external cybersecurity audits from 2021 and 2023.
