Transformation of Bäckerklint in Braunschweig's city centre into a Pocket Park: The City of Braunschweig plans to transform a heavily sealed inner-city area into a green-dominated open space with high quality of stay in a densely built-up environment. This is a funded measure with a funding period of 5 years. The aim is to ecologically and aesthetically enhance the area with the involvement of qualified planning offices (selection within the framework of a landscape planning implementation competition). In doing so, inner-city living space functions are to be improved through de-sealing, greening and adapted rainwater management. The competition will be announced as a non-open, single-phase competition for a landscape design in an anonymous procedure within a VgV procedure as an RPW procedure (Section 3 (3) RPW). The competition conditions have been coordinated with the Committee for Competition and Procurement of the Chamber of Architects of Lower Saxony and registered under the number 214-32-26/02 with the date of 11.02.2026. The contracting authority will, in accordance with Section 8.2 RPW, commission the design author of the 1st prize for the implementation of the project - provided that this is recommended by the jury and there are no serious reasons to the contrary - after negotiation in accordance with Section 14 (4) [8] VgV. Taking into account the recommendation of the jury, the landscape design services according to Section 39 HOAI will be awarded as a comprehensive commission (in stages; subject to positive committee decisions and compliance with the funding guidelines) for the performance phases 2-8 (2, 6, 7 and 8 in parts) according to HOAI 2021. The commissioning in stages: The client initially transfers to the contractor the basic services of the performance phases 2 and 3 (stage 1) designated in Annex 11 of the HOAI 2021. Thereafter, the client reserves the right to commission the contractor with the performance phases 4 and 5 (stage 2), performance phases 6 and 7 (stage 3) and performance phase 8 (stage 4) according to Section 39 HOAI 2021 (Annex 11) individually or in full. The re-commissioning is subject to the condition of compliance with the cost framework and/or the provision of the necessary budget funds and/or a positive committee or council decision and/or compliance with the funding guidelines. The client reserves the right to award the contract based on the first offer.
