Germany – Non-scheduled passenger transport – Fahrdienst für Menschen mit Behinderungen

The service offering comprises a mandatory and a voluntary service. The award of this service offering takes place in two lots. Lot 1: The Ennepe-Ruhr-Kreis has established a transport service for people with disabilities as a service offering for integration assistance for social participation (mandatory service) (Section 113(2) No. 7 in conjunction with Section 83(1) No. 1 SGB IX). The transport service for people with disabilities (short: BFD) is to be used by wheelchair users and other people with disabilities who, due to the severity or nature of their physical impairment, cannot use public transport or a regular taxi (Section 99 SGB IX). Details are set out in the "Guidelines for the transport service for people with disabilities" (Annex D2). Lot 2: For people with disabilities who do not fully meet the aforementioned requirements but are constantly dependent on the use of a wheelchair and, due to the severity or nature of their physical disability, cannot use public transport or regular taxis, the transport service is also offered by the Ennepe-Ruhr-Kreis as a voluntary service in the sense of public services. In general, the transport service is needed for all journeys of daily life. The beneficiary is thus to be enabled to have contact with his environment and to participate in public and cultural life. Trips for which other service providers have to bear the costs (e.g. hospital trips, trips to the doctor, to therapies), trips to day care and, beyond that, constantly other necessary trips, such as trips to school, to the training and workplace are not permitted. The executing company is provided with a list of the authorized users of the transport service by the Ennepe-Ruhr-Kreis. New authorizations are reported to the executing company and the list is supplemented accordingly.
