Germany – Telephone and data transmission services – Bereitstellung eines flächendeckenden Gigabitnetzes und Angebot breitbandiger Telekommunikationsdienste in unterversorgten Gebieten (Dunkelgraue Flecken) der Nationalparkgemeinde Edertal im Wirtschaftlichkeitslückenmodell.

The National Park Municipality of Edertal (hereinafter: "Granting Authority") aims to establish comprehensive, high-performance access to gigabit networks. Furthermore, the Granting Authority aims to strengthen its business location and ensure the competitiveness of its companies. Therefore, concession contracts for the construction and operation of gigabit networks as well as the provision of end-customer services in the areas specified below are to be concluded with telecommunications companies. For this purpose, the Granting Authority has submitted an application for funding within the framework of the Federal Government's funding programme "Promotion to support the expansion of gigabit telecommunications networks in the Federal Republic of Germany - Gigabit Directive 2.0", 2nd amendment of 13.01.2025, and has been granted provisional funding. In addition, the Granting Authority has applied for co-financing under the "Guideline for promoting gigabit supply in the State of Hesse". In the meantime, the early start of the project has been approved by the State, as the provisional grant notification of the State will presumably only be issued at the end of the 1st quarter or at the beginning of the 2nd quarter of 2026. Since the tendering procedure is to be started, the provisional grant notification of the State will be transmitted to the applicants/bidders at the latest with the invitation to submit a (first) tender. The funding is to be provided through an investment grant in the amount of the so-called economic gap, i.e. in the amount of the difference between the net present value of all revenues and the net present value of the costs for network construction and operation. The conclusion of the grant contract (see Annex 4 to the Service Description and Section D. V. 10. of the Accompanying Document to the Notice) is subject to the condition that the corresponding funding (also) be granted in final amount and that the corresponding own contribution of the Granting Authority be made available in accordance with budgetary law.
