O.NIS.S: Offshore Navigation Information and Safety Systems

The scope of the tender includes information on "Maintenance of Offshore Navigation, Information and Safety Systems of TenneT TSO GmbH". According to the framework agreement, the contractor is to carry out recurring and non-recurring maintenance and ensure the technical operational readiness, safety and conformity. This concerns the following lots:

Lot 1 – Marine and Air Radio (Analog Radio)

Lot 2 – Nautical Systems (AIS/NavAid)

Lot 3 – Environmental Data Acquisition and Evaluation (WMS)

Lot 4 – Voice Alarm Systems (PAGA)

Lot 5 – Video Surveillance (CCTV)

Lot 6 – Operational Radio (DMR)

Lot 7 – Intrusion Alarm System (EMA)

Note on Lot 7: The scope only includes the onshore converters of TenneT TSO GmbH

Contract duration: 01.02.2027 - 31.01.2032 with an extension option of a further 24 months

Evaluation criteria:

- Price: 50%

- Commercial Contract Clauses (Contract Penalties): 10%

- Concept for Service Delivery: 40% (75% Capacity/Technical Solution & 25% HSE)

Negotiation with how many bidders (possibly per lot): Three

To protect the confidentiality of the contracting authority's information in the tender documents, a confidentiality agreement should be concluded. To do this, use the document "NDA Participation Competition" provided for download and send the signed copy to the following e-mail addresses:

Bidders may submit signed NDAs to the contracting authority at any time during the application procedure. The contracting authority will grant the bidder access to the tender documents after a plausibility check has been carried out. From this, the bidder cannot yet deduce that the contracting authority certifies the bidder's suitability for further participation in the tendering procedure. In this regard, the contracting authority will send separate invitations to submit offers to the bidders admitted to the tendering procedure after the application deadline has expired. The application must be submitted on time, i.e. no later than the application deadline on 03.07.2026 by 12:00 p.m. CET via the e-procurement platform Mercell. Individual deadline extensions will not be granted.

Notes on the submission of applications:

Submission of the application by post, e-mail or fax is not permitted. A breach of this requirement may result in the application being excluded. Information or documents that are not in German must be accompanied by a certified translation. The contracting authority considers signatures for the participation competition in digital form (e-signature or scan) and without a stamp or in text form according to § 126 b BGB to be sufficient.
