The subject of this tender is the procurement of ICT equipment and related services necessary for the implementation of the project “Informăm, Dezvoltăm – Aptitudini și Mentorat pentru Viitor – ID-AMV”. The procurement includes the supply, delivery, installation, configuration, user training and maintenance of IT equipment, basic software and information security solutions. The products and services that are the subject of the procurement will be new, state-of-the-art, original and in accordance with the minimum technical requirements set out in this tender, or functionally and technically equivalent. The project aims to increase digital skills and modernise the IT infrastructure in order to digitalise internal processes and improve institutional capacity. Through this procurement, the following will be ensured: • provision of modern equipment for digital training and management activities; • provision of a secure infrastructure for data storage and protection; • interoperability between existing software solutions and hardware equipment; • integration of ecological criteria and compliance with the European DNSH (Do No Significant Harm) principles. Minimum technical specifications (mandatory minimum requirements) The technical specifications included in this tender are minimum requirements and must be met in this sense, or in equivalent mechanisms that minimally meet the specified requirements and functionalities. In this sense, the basic offer presented, which deviates from the provisions of the tender, will be considered, but only to the extent that the technical proposal assumes the provision of a quality level superior to the minimum requirements of the tender. Technical specifications that indicate a particular origin, source, production, a brand name or trade mark, a patent, a manufacturing licence are mentioned only for easy identification of the type of product and do not have the effect of favouring or excluding certain economic operators or certain products. These specifications will be considered as having the mention of or equivalent. In accordance with the provisions of art. 160 of Law 98/2016, as subsequently amended and supplemented, the deadline by which any interested economic operator has the right to request clarifications or additional information relating to the award documentation is 22 days before the deadline for submission of tenders. The contracting authority sets the deadline by which it will respond to all requests for clarifications or additional information, as the 12th day before the deadline for submission of tenders.
