Description
Framework agreement for the provision of multi-technical operation and maintenance services for the facilities and works of 115 sites in metropolitan France, divided into 2 geographical lots, for which the Banque de France is the owner, co-owner or tenant. The Framework agreement includes all the labor, services and materials necessary for the operation and preventive and corrective maintenance of the works and technical facilities under the best economic, technical, social and energy efficiency conditions for the buildings. The services, which are the subject of the present framework agreement, for which the Contractor ensures the direction and assumes full responsibility, are subject to a performance obligation towards the Banque de France, in order to ensure it the continuity of service, the reliability and the sustainability of the facilities and equipment to be maintained. The present framework agreement is divided into 2 geographical lots: - LOT 1: Multi-technical maintenance for the 53 sites located in the NORTH diagonal - LOT 2: Multi-technical maintenance for the 66 sites located in the SOUTH diagonal. The buildings concerned are: - Tertiary: Public reception (ERP type 5th category), Offices (Labor Code), - Fiduciary (workshop and storage), - Catering, - Accommodation, - Covered parking or open-air parking, exterior courtyards. Given the activity and uses, the sites are grouped under 3 categories: -Category 1 - regional directorates and fiduciary sites: Medium to large size (6000 to 15000 m²), with sensitive activities and therefore high maintenance requirements, -Category 2 – Historical sites: Medium-sized tertiary sites (3000 to 8000m²) with no sensitive activity, -Category 3 – Leased sites: Mostly "small size", 300 to 500 m², with no sensitive activity, with standard maintenance requirements. The maintenance areas are: - ACCESS & HANDLING, - COMPRESSED AIR, - EXTERNAL LAYOUT, - CENTRALIZED EXTRACTION, - CLOSED & COVERED, - HVAC, - ELECTRICITY, - ENERGY, - CLOSURE, - FIRE, - PLUMBING, - PORTAL & AUTOMATION, - SECONDARY WORK, - VRD. The Contractor is responsible for the following throughout the scope: - The performance of preventive and corrective maintenance services from levels 1 to 4 according to the terminology defined by the NFX 60-000 standard (or equivalent standard in force in case of evolution of the latter during the contract), including labor, travel, subcontracting, equipment, tools, dismantling or handling operations (except for exceptional lifting means i.e. > 3.5m in height) necessary for the operations, - The drafting of all operating, operating, preventive and corrective maintenance procedures, - The operation of the facilities (including adjustments, balancing, programming, shutdown, start-up, etc.), - Routine patrols and inspections, visits, condition reports of the works and equipment for which it is responsible, - The configuration of the facilities or networks in case of malfunctions, scheduled maintenance operations in order to respect the optimal level of resilience, - Monitoring and compliance with the building's environmental requirements, - Monitoring and optimization of fluids and energies, - Meter readings and measurement parameters (in case of failure of remote readings, readings are taken manually), - Functional tests of redundant equipment and tests of their safety devices, - Preparation and assistance with periodic functional and safety tests carried out by the Banque de France or any inspection body mandated by the Banque de France, - Technical supervision, operation and maintenance of the GTC or GTB, - Processing, monitoring and traceability of intervention requests, - Implementation, parameterization, monitoring and updating of the CMMS database, - Implementation, parameterization, monitoring and updating of communication between its CMMS and the Banque de France Services Portal (PORTSER), - Corrective maintenance interventions (in working hours and on call) and all precautionary measures (including for various leaks), - All specific checks to meet the requirements of ICPE, - All diagnostic operations necessary for the performance of the services subject to the present contract, - Restoration following any degradation consequent to an intervention or a fault of its personnel (absence of a preventive maintenance action for example), without limitation on the amount of spare parts, - The supply, without additional cost, of all consumables necessary (cf. §6.9.2) for the performance of preventive and corrective maintenance services. These items must be in accordance with the manufacturers' specifications and the standards in force. Their replacement must be carried out in accordance with the manufacturer's recommendations and the rules of the art. Any consumable used as part of an intervention included in the flat rate is deemed to be included in the flat rate price, unless otherwise stated in the price schedule or in case of an intervention outside the contractually defined perimeter - The supply of any spare part, any deduction made, excluding shipping costs with possibly the application of a franchise (Cf CCA and Consultation Regulation), - The creation and management of spare parts stocks, - The drafting of work estimates within the contractual deadlines, - Attendance at all operational meetings with the Banque de France, - The drafting, monitoring and communication to the Banque de France of all operational documents.
