The Zaanstreek-Waterland region, together with partners, established a 'Regional approach to basic skills' in December 2025 for the period 2026 to 2029. We want limited basic skills not to be a barrier to participation in our society by ensuring that residents of Zaanstreek-Waterland can (continue to) develop their basic skills and by ensuring that society takes into account people with limited basic skills. We wish to contract one supplier who can provide basic skills education to adults aged 18+, who are not subject to integration requirements. The contract includes the provision of formal and non-formal P language offerings within adult education, focusing on the mastery of language, numeracy, and digital basic skills for both NT1 and NT2 participants. Finally, B2 language teaching, for non-integrators, also falls within the scope of the contract, albeit only by referral from a municipal desk. See tender documents. The contract concerns a framework agreement, with no guarantee of turnover, uptake, or volumes. To provide an indication of the contract and make it as determinable as possible for registrants, the tender documents do provide insight into historical volumes and budget ceilings.
