The building complex, constructed in 1965 at Kanalstr. 69 (Flurst. 19855, Weingarten Baden), consists of two parts: the Walzbachhalle, a multi-purpose hall with a stage for sporting and cultural events with up to 684 people, and the Walzbachbad, a swimming hall with a sauna area and an outdoor pool with an outdoor pool. The multi-purpose hall and swimming pool are used for both public and school purposes. On the north-western side on Kanalstrasse, the building complex is accessed at ground level, between the multi-purpose hall and the swimming pool, via a main entrance and a shared foyer. From the foyer, an open staircase, half a floor offset, leads to the main corridor on the ground floor and to the basement. The main corridor separates the assembly area from the swimming pool on the ground floor. Visitors reach the changing rooms of the swimming pool on the ground floor and the sauna in the basement via a second staircase with a turnstile system in the foyer. On the ground floor there are the multi-purpose hall with ancillary rooms and changing area, as well as the swimming hall with staff rooms, ancillary rooms and changing areas. The visitor WC facilities, the sauna area with outdoor space, the cultural room, storage rooms and the technical rooms are located in the basement. On the rear side of the building there are three further, non-public accesses, which lead into the building via external stairs. They are mainly used by the staff and as escape routes. At the south-eastern hall entrance there is also the fire brigade access point with key depot. The facility has been continuously adapted over time. Most recently, renovation measures were carried out in the years 2006 - 2009 to continue to meet the requirements of sport and culture. Scope of the measure: 1. Fire protection renovation Technical and structural fire protection deficiencies have been identified and demanded in the building complex. Since the Walzbachhalle is an assembly hall with increased fire protection requirements, a fire protection expert has been commissioned to develop a fire protection concept for the entire building complex. This fire protection concept names the fire protection requirements and describes the planned measures. In the event of deviations, suitable compensatory measures are described and justified. The fire protection concept has been coordinated with the fire protection authority and has already been approved by the Karlsruhe district office. The approved fire protection concept will be further developed on the basis of the submitted planning and will serve as the basis for implementing the fire protection measures to be carried out in the building. 2. Accessibility The existing building, with Walzbachhalle and Walzbachbad, is currently only accessible via various staircase systems inside and outside the building. To make the building accessible, one of the existing revolving doors at the main entrance will be renewed and equipped with a drive. In the foyer, a barrier-free lift will be installed, which will be designed so that loads can also be transported in the building between the ground floor and the basement. Via the new lift, barrier-free access to the main corridor on the ground floor is possible, which leads both to the multi-purpose hall with changing area and barrier-free visitor WC, as well as to the new barrier-free changing and shower area of the swimming pool. The barrier-free changing and shower room is currently located on the ground floor, within the general changing area. The existing room does not meet the requirements for barrier-free changing rooms, showers and WC in terms of size, equipment and accessibility. A conversion and barrier-free access is not possible within the existing changing area. Therefore, the new barrier-free changing room with shower and WC will be installed within the swimming pool, in the area of two unused storage rooms. The spatial proximity to the swimming pool supervisor area enables support on short notice if required. The costs (as of 10/2025) amount to: Cost group 300 1,217,559.81 € gross Cost group 400 1,785,000.00 € gross The performance phases 1-4 have already been completed. It is assumed that the building permit for the start of the tendered planning services will be available. The subject of this tender are the planning services for Technical Equipment of the plant groups 1-5 + 8 according to §§ 53 ff. HOAI with the performance phases 5-9. The implementation of the fire protection renovation and the barrier-free conversion must be carried out by the end of 2026. Therefore, the planning services must be started immediately after the order. You will find the approval drawings in the documents.
