Germany – Transport services (excl. Waste transport) – Erbringung von Fahrdienstleistungen zur Fahrgastbeförderung im Linienverkehr mit vom AN zu stellenden -Elektrobussen sowie Stellung der entsprechenden Infrastruktur

The contracting authority (CA), Berliner Verkehrsbetriebe AöR (BVG), is the largest local transport operator in Germany and has been commissioned by the State of Berlin to organise and operate public local transport in Berlin. The provision of part of these transport services will be tendered to third parties through this procurement procedure. The subject of this tender is framework contracts for operating services in scheduled transport in accordance with § 42 Personenbeförderungsgesetz (PBefG), hereinafter and in the other tender documents also referred to as "bus services with electric buses in scheduled transport" or "transport services". The electric buses and the necessary charging infrastructure are to be procured by the contractors (CT) and made available and maintained for the entire duration of the service. The CA plans to equip various termini with charging options for route charging during the contract period. The electric buses must meet the requirements of the subcontractor specification / vehicle specification and, in particular, have charging options via plug and pantograph. The pantograph is intended to enable short-term charging of the electric buses at the termini and significantly increase the range of the electric buses. Where charging stations are available at the termini, it is planned to give the CT the opportunity to charge its electric buses there via the pantograph in the future, with the aim that an electric bus can provide more operating time without additional deadheading, so that the CA can call up more operating time from the CT and the CT can provide this in a vehicle-neutral manner (without the use of additional electric buses). Since the equipping of all planned termini with these charging options will presumably only be completed during the contract period, it is planned to flexibly and vehicle-neutrally increase the operating time of the contractors (CT) during the contract period according to the conversion status at the termini. A separate power supply contract will be concluded between the CA and the CT for the billing of the power drawn at the termini. The CT has no entitlement to the equipping of one or more lines with pantographs. The transport service advertised is divided into five lots and will be awarded for the period from the timetable change in December 2029 to the timetable change in December 2044. There is a limit on the award of a maximum of two lots. The operating times of the lines may deviate from the current framework operating times. The lines and operating times specified in the lot overviews are based on the timetable status as of 25.02.2026 and may vary during the contract period. It is clarified that lines, routes and timetables may change before the start of service provision and thereafter. Furthermore, there is no obligation to accept the advertised minimum quantity. The CT is only entitled to remuneration for the agreed minimum quantity of operating time. The contracting authority is not obliged to award a contract. It reserves the right to terminate the procurement procedure in whole or in part without award for economic or other substantive reasons.
