Conditions for participation in the procedure: Contractors may apply for the contract who:

1) are not excluded from the public procurement procedure, on the basis of:

- Article 108(1) of the Public Procurement Law.

- Article 7(1) of the Act of 13 April 2022 on special solutions to counter support for the aggression against Ukraine and serving to protect national security (Journal of Laws of 2022, item 835, as amended).

- Article 5k of Council Regulation (EU) No 833/2014 of 31 July 2014 concerning restrictive measures in view of Russia's actions destabilising the situation in Ukraine (Official Journal of the EU L 229 of 31.7.2014, p. 1), hereinafter: Regulation 833/2014, as amended by Council Regulation (EU) 2025/2033 amending Regulation (EU) No 833/2014 concerning restrictive measures in view of Russia's
