Bulgaria – Provision of language courses – „Организиране и провеждане на обучения по чужди езици и диалекти за служители на Държавна агенция „Технически операции“ по обособени позиции“

This open procedure awards the public contract with the subject: "Organisation and conduct of training in foreign languages and dialects for staff of the State Agency Technical Operations (DATO) by separate positions", only for the following separate positions: Separate Position № 1: "Organisation and conduct of training in Valencian". The subject of the public contract for this separate position includes the organisation and conduct of in-person training in the specific Spanish language - Valencian for 2 (two) DATO staff members, proficient in Spanish, with a duration of 160 academic hours, distributed in 2 (two) levels of training, each with 80 academic hours – 20 hours per week, as well as providing accommodation for the trainees, located no more than 45 minutes by public transport from the training venue. The training starts from the beginner level. Separate Position № 2: "Organisation and conduct of training in Catalan". The subject of the public contract for this separate position includes the organisation and conduct of in-person training in the specific Spanish language - Catalan for 2 (two) DATO staff members, proficient in Spanish, with a duration of 160 academic hours, distributed in 2 (two) levels of training, each with 80 academic hours – 20 hours per week, as well as providing accommodation for the trainees, located no more than 45 minutes by public transport from the training venue. The training starts from the beginner level. Separate Position № 3: "Organisation and conduct of training in Serbian". The subject of the public contract for this separate position includes the organisation and conduct of online training on weekdays in Serbian for 6 (six) DATO staff members, with a duration of 400 academic hours, distributed in 4 (four) levels of training, each with 100 academic hours. The training starts from the beginner level and is conducted in Bulgarian. Separate Position № 4: "Organisation and conduct of training in Kurdish". The subject of the public contract for this separate position includes the organisation and conduct of in-person training in Kurdish for 6 (six) DATO staff members, proficient in English and Turkish/Persian, with a duration of 320 academic hours, distributed in 4 (four) levels of training, each with 80 academic hours – 20 hours per week, as well as providing accommodation for the trainees, located no more than 45 minutes by public transport from the training venue. The training starts from the beginner level and is conducted in English. The specific activities and requirements for conducting each language training, subject of this public contract by separate positions, are according to the contract documentation and t. 3.1. of the technical specification for the respective separate position, attached in the "Parameters" section of each separate position of the electronic procurement and include: 1. Providing at least one instructor for each level of training, possessing the necessary professional competence. 2. Providing the necessary teaching and examination materials for each of the participants. The teaching materials are not to be returned to the contractor after the completion of the training. 3. Developing a training program for the training, containing the topics (learning material), on which the training is conducted, duration of all trainings, distribution by levels and overall completion period (the training program is presented by the participants, as an attachment to the proposal for execution of the contract for the respective separate position). 4. Preparing and submitting to the contracting authority a schedule with a start date for each level of training and with specified concrete hours and days of the week (the schedule is prepared and submitted by the contractor for the respective separate position, within 10 working days after signing the contract for execution). 5. Upon completion of the training for each of the levels, issuing a document for completed training – a certificate/attestation of proficiency in the respective level according to the Common European Framework of Reference (provided by the contractor for the respective separate position). 6. For the trainings that will be conducted outside the Republic of Bulgaria – the selected contractor for the respective separate position must provide accommodation for the trainees, located no more than 45 minutes by public transport from the training venue. 7. Preparing and submitting to the contracting authority interim reports after the completion of each level of training and a final report after the final completion of the respective training (the interim and final reports, for each separate position, are prepared and submitted in accordance with the requirements of the contracting authority, set out in the technical specification for the respective separate position, attached in the "Parameters" section of each separate position of the electronic procurement and the contract documentation. The interim and final report are approved by the contracting authority. The total estimated value of separate positions № 5 and № 6 is in the amount of 33,643.00 euros without VAT, which sum represents 19.66% of the total estimated value of the public contract, amounting to 171,103.58 euros without VAT. In this regard and pursuant to Article 21, paragraph 6 of the Public Procurement Act, the above-mentioned separate positions № 5 and № 6 of the public contract with the subject "Organisation and conduct of training in foreign languages and dialects for staff of the State Agency Technical Operations (DATO) by separate positions" are awarded in accordance with the procedure valid for the individual value of each of them. The remaining value of the part of the public contract, awarded with this open procedure, is in the amount of 137,460.58 euros (one hundred thirty-seven thousand four hundred and sixty euros and fifty-eight cents) without VAT.
