Reference Midwaste: 2026/MW/PV/11 Contract This procurement concerns the execution of sorting analyses of various household waste streams within the working area of the contracting authorities. The sorting analyses serve as a tool to gain insight into the composition and quality of the different waste streams. The results support the contracting authorities in monitoring and evaluating waste policy, signalling developments and identifying improvement opportunities in waste separation and resource collection. To be able to compare the results of the different contracting authorities well (benchmarking), it is important that the sorting analyses are carried out and reported in a uniform manner. Therefore, this procurement sets requirements for the methodology, the classification of the waste components and the manner of reporting. This should lead to clear, consistent and comparable reports that can be analysed both per contracting authority and at collective level. Ranking determines right to execution In case of a need for a sorting analysis, the request is first submitted to the contracting party that finished highest in ranking. If this party cannot execute the requested sorting analysis, the contracting authority is entitled to submit the request to the number two in ranking. If this number two cannot execute the requested sorting analysis, the contracting authority is entitled to submit the request to the number three. Purpose of the procurement The contracting authority aims to conclude one framework agreement for the execution of various sorting analyses with a maximum of three (3) contracting parties. This Framework Agreement comes into effect on 1 January 2027 and has an initial duration until 31 January 2030. The contracting authority has the right to extend the Framework Agreement subsequently under equal conditions a maximum of six (6) times by one (1) year, until 31 January 2036 at the latest. The contracting authority will notify the contractor in writing at the latest three (3) months before the end of the then applicable duration of the use of an extension option. Without timely written extension, the Framework Agreement will automatically end after the then applicable duration. The Framework Agreement will in any case automatically end on 31 January 2036.
