The Information Systems Directorate wishes to replace two existing tools dedicated to managing HR processes and administrative requests. The aim is to have a modern and integrated solution to ensure the continuity of HR activities, improve the user experience and optimise internal processes. The required solution must cover, in particular, HR request management, employee file management, document production, electronic signature, administrative processes and associated functionalities. The contractor will be responsible for the integration of the solution, deployment support and operational support. The present consultation is composed of 1 lot, the services of which are described below:

- Functionalities: Request management, Employee file management, Bulk requests, Knowledge base, Document generation, Electronic signature, Administrative processes

- Interface: Solution that integrates with GRDF's information systems: HR4YOU (employees, organisations and HR documents: Payslips, career record, CET…). Access to the solution via SSO according to profile and permissions

- Reporting: Real-time tracking of data: Signatures, requests in progress. Standard reports, Customisable and modifiable reports, Dashboards for activity tracking.

The so-called RFI phase will be scored according to the following criteria:

1- Technical and professional capabilities, to be developed in Point E of the present participation request dossier (weighting 80%). Human resources of the company in relation to the subject of the contract. Weighting 50% Technical resources of the company in relation to the subject of the contract, such as a study office, training capacity, partnerships with publishers and with companies in the social inclusion sector. Weighting 10% Quality and relevance of 3 references dating from less than 3 years, in relation to the subject of the contract. Weighting 40%

2- Economic and financial capabilities, to be completed at Point D of the present participation request dossier (weighting 20%). These capabilities will be assessed in light of the financial resources available to the candidate to ensure the proper and complete execution of the subject of the present contract notice: Evolution of the EBITDA ratio on turnover over the last three years (2024/2023/2022) Weighting 35% Evolution of the operating cash flow over the last 3 years.
