The City of Oulu invites applications to participate in the tender described in the heading. This procurement concerns the basic renovation of the Oulu Music Centre. The contract type for the project is a Collaborative Design and Build Contract (SR), where the SR contractor acts as the main implementer of the project. The SR contractor is responsible for the project's design and implementation in accordance with the procurement documents. Collaboration refers to a contract and implementation model in which the client and service providers jointly assume responsibility for the project's design, construction, schedules, costs, and quality, and share the project's risks and opportunities among themselves in accordance with the agreement used in the project. The tender announced in this notice includes an SR tender, the estimated value of which exceeds the EU threshold set in Section 26 of the Act 1397/2016 on Public Procurement and Concession Contracts (Construction Contracts) 5.404.000,00 € (VAT 0%). This notice includes the participation phase of the aforementioned tender, in which the procuring entity selects up to three (3) candidates who meet the eligibility criteria and participate in the assessment and negotiation phase, unless there are fewer eligible candidates. The selection criteria for the participation phase and the procedure for limiting the number of candidates are described later in this notice. The project and procurement procedure are described in more detail later in this invitation to participate and its appendices (e.g. project description and draft agreements). Construction is scheduled to take place in 2027-2030 (provided that procurements and the development phase are completed as scheduled).
