On the property (Plot 9, Parcel 363/11) of the Vocational School (BBS) Ammerland with the postal address Elmendorfer Str. 30a, 26160 Bad Zwischenahn, a 1-3 storey new building of a Special Needs School (GE - Intellectual Development) for 180 pupils with a total floor area of approx. 9,500 m² GFA is to be created based on a space programme specified by the contracting authority. In addition to the design of the school building with a coherent urban design integration, the areas and rooms for the subsequent planning of the outdoor facilities and access routes, including the holding and waiting area for school transport, should also be conceptually considered. The main access road should start from Elmendorfer Str. along the existing parking areas of the BBS. In addition to the urban planning situation at the planned location, the boundary conditions from school operations and the school pedagogical requirements of a Special Needs School (GE) must be taken into account in the planning. For people with mobility impairments, the barrier-free design of the buildings (and outdoor facilities) to be planned is of high importance. For reasons of land use, land sealing, building compactness, thermal insulation, cost-effectiveness, etc., the possibility of multi-storey construction should be considered. Mixed forms with regard to individual building structures and their number of storeys are also possible. Currently, the municipality of Bad Zwischenahn is preparing an urban development concept and a draft development plan for the new construction of a Special Needs School (GE) in the blue-bordered area of Annex 1 for the red-bordered area shown in the attached site plan (Annex 1). The budget of the contracting authority for the measure is a maximum of gross EUR 34.4 million (cost groups 200 to 500 according to DIN 276-1:2008-12). The aim of this tender is to award a specialist planner for the technical systems 4, 5 and 6 according to §§ 53 ff. HOAI, who will competently plan and accompany the implementation of the measure in his field of expertise from the performance phase 3 (for the purpose of cost reduction and budget compliance when revising the already available results of the performance phase 2).
