Bulgaria – Special-purpose road passenger-transport services – „Извършване на специализиран превоз на ученици и деца подлежащи на задължително обучение през учебната 2026/2027 година по утвърдени маршрутни разписания на територията на община Харманли"

The subject of the present contract is the transportation of entitled students to and from schools located in the municipality of Harmanli, namely SU "Neofit Rilski", PGET "Zahari Stoyanov" and OU "Ivan Vazov", NCH "Aleko Konstantinov", NCH "Father Paisiy" and DG "Prolet". The transportation of students will be carried out every school day along specified routes and a coordinated timetable (Annexes to the present documentation). During the 2026/2027 academic year, the school days are estimated to be 189, which will be determined in accordance with the Order of the Minister of Education and Science, which will be the basis for concluding an additional agreement between the parties to amend the contract under this public procurement. The requirements for the services to be provided are specified in the "Technical Specification" - an integral part of the present Documentation. Student transportation will not be carried out in the event of a declared state of emergency and the introduction of anti-epidemic measures and the introduction of distance/non-attendance learning for the duration of their validity. To execute the subject of the contract, the Contractor must have the necessary number of buses - up to 22 seats and over 22 seats, with which to ensure transportation along the assigned routes. The transport means must meet all regulatory requirements. The buses must meet the requirements of Ordinance No. N-21 of 19 December 2023 on the requirements for clean transport means. The clean transport means must meet the definition in § 1, item 1 of Ordinance No. N-21 of 19.12.2023 on the requirements for clean transport means. The emissions of the clean light transport means, which will be used for the purposes of executing the public procurement, must not exceed the maximum values specified in the Annex to Article 3 of Ordinance No. N-21 of 19.12.2023 on the requirements for clean transport means. The transport means, which will be used for the execution of the public procurement, must meet the requirements for the minimum share of clean transport means in relation to the total share of transport means, which will be used to perform the services, determined by PMS No. 356 of 29.12.2023, with the same condition being included in the Methodology for evaluating the proposals of the participants. If a participant proposes buses from category M2, with which the transportation will be carried out, then the requirement of Ordinance No. N-21 of 19.12.2023 is at least 1 of the buses from category M2 to meet the requirements of the Ordinance for clean transport means (DV, No. 2 of 05.01.2024) and PMS No. 356 of 29.12.2023. This circumstance must be specified in the Technical Proposal for the execution of the contract, indicating all the necessary data for determining the transport means as a clean transport means. The same condition is set by the Contracting Authority as criteria for evaluation in the Methodology for evaluation in the presence of at least 1 of the buses from category M2, which meets the requirements of the Ordinance for clean transport means (DV, No. 2 of 05.01.2024) and PMS No. 356 of 29.12.2023, it will be evaluated by the commission, in accordance with the methodology. To execute the subject of the contract, the Contractor must have the necessary number of qualified drivers, so as to ensure transportation along the assigned routes. The drivers must meet all regulatory requirements, including for minimum experience and age. ESTIMATED VALUE OF THE CONTRACT: 91,862.18 (ninety-one thousand eight hundred and sixty-two euros and eighteen cents) euros without VAT or 110,234.62 (one hundred and ten thousand two hundred and thirty-four euros and sixty-two cents) euros with VAT. IMPORTANT! When preparing their price proposal, participants must comply with the maximum allowable price per kilometre of total mileage, determined by Order No. R09-2419/24.06.2026 of the Minister of Education and Science on the conditions and procedure for providing funds for compensating the reduced revenues from the application of prices for travel by road transport, namely: - for specialized transport with vehicles up to 22 seats – 0.86 euros/km with VAT from the total mileage, for specialized transport with vehicles over 22 seats – 1.29 euros/km with VAT from the total mileage. IMPORTANT! A participant proposing a higher total maximum allowable price will be excluded from the public procurement. The agreed price is final and is not subject to updating for the term of the contract for public procurement, except under the conditions and in the order determined in the contract and in accordance with Article 116 of the Public Procurement Act and/or under the conditions of Article 117a of the Public Procurement Act. Amendment of the contract under Article 116, paragraph 1, item 1 of the Public Procurement Act: The unit prices proposed by the participant, selected as the contractor, may be changed and/or updated upon a change in the determined maximum size of the funds for compensating per kilometre of the total mileage from the Minister of Education and Science. In the event of the exhaustion of the estimated value before the expiry of the contract term due to an increase in the unit prices under the above hypothesis, the value of the contract may be increased with an additional agreement under the above conditions. The term of the contract may be extended upon the extension of the academic year in accordance with the order of the Minister of Education and Science or another authorized body. The amendment must be considered as an amendment under Article 116, paragraph 1, item 1 of the Public Procurement Act. PLACE OF EXECUTION OF THE CONTRACT: in the territory of the Municipality of Harmanli, along the following routes: Route No. 1: Harmanli - Cherna Mogila - Biser - Harmanli – bus under 22 seats required. Route No. 2: Harmanli – Oreshets - Vurbovo – Smirnenets – Slavyanovo – Bolyarski Izvor - Ivanovo – Ostur Kamak - Harmanli – bus over 22 seats required. Route No. 3: Harmanli - Izvorovo— Cherepovo - Bulgarets - Shishmanovo - Dositeevo – Harmanli - bus over 22 seats required. Route No. 4: Harmanli - Preslavec - Harmanli – bus under 22 seats required.
