The subject of the contract is a framework agreement for consulting on the topics of cybersecurity and resilience strengthening. The specific objective is to achieve full compliance, taking into account the specific sectoral requirements, the complexity of the heterogeneous infrastructure, and company-specific factors such as company size and culture. In particular, the aspect of supply security (natural gas) must be addressed. Another essential component is the consolidation and harmonization of the currently existing, largely decentralized security and resilience landscape, while maintaining the separation between IT, OT and TK. Furthermore, the relevant laws and standards, such as the EnWG, KRITIS-DachG, the IT security catalogs for gas networks and telecommunications, and the state of the art, must be taken into account. The objective of the framework agreement is the development, coordination and support in the creation of effective and sustainable deliverables/governance documentation such as policies, strategies, concepts, risk analyses, playbooks, work instructions, etc. for the named work packages (see procurement description) and, if necessary, support in their implementation.
