Norway – Software package and information systems – Dealer of software

The objective of the tender enquiry is to establish a framework agreement for software licences for software management, including consultancy, assistance and support. A framework agreement shall be signed with a dealer. Information is defined that some contracting authorities can have separate overlapping agreements for consultancy services. Furthermore, it is emphasised that the procurement of business systems such as finance systems, personnel systems, logistics systems and service-heavy applications within teaching (LMS, Digital Exams, etc.) etc. is not included in this agreement. Microsoft licences, Oracle, SAP are not included in this contract. Businesses will be free to hold separate competitions for software where they assess that the extent is so large or complex that it dictates a separate competition. A more detailed description of the delivery is in the requirement specifications in addition to the contract.
