The Investment Bank of Schleswig-Holstein (IB.SH) is the central funding institution of the state of Schleswig-Holstein. It supports companies, private individuals and municipalities in the state through advice, funding and financing. As a legally capable institution of public law with an IB.SH permit from the Federal Financial Supervisory Authority (BaFin), IB.SH acts on behalf of the public. The state of Schleswig-Holstein is the sponsor and sole owner of the IB.SH. The IB.SH has a balance sheet volume of more than 20 billion euros and employs over 850 staff. --------------------------------------------------------------------------------------------------------------------------------------------------------------- The IB.SH plans to renew the infrastructure components in the area of end devices and data centre as well as a realignment in the operational organisation and tools, and is looking for one or more companies as part of this tender that provide corresponding support services in the various IT areas within the framework of implementation, transition and IT operation. --------------------------------------------------------------------------------------------------------------------------------------------------------------- The following lots are tendered: • Lot 1: Central IT services; • Lot 2: Local IT services; • Lot 3: Service Desk; • Lot 4: ServiceNow Managed Services & Platform Operation. --------------------------------------------------------------------------------------------------------------------------------------------------------------- The project focuses on the new construction, transition and operation of a suitable, scalable IT infrastructure according to the business requirements of the IB.SH, both in the data centre and data centre-related IT infrastructure and at the IB.SH location in Kiel, as well as the network infrastructure necessary for overall operation, taking into account the regulatory and internal requirements to be met. The operation of SAP and its components is excluded from this. --------------------------------------------------------------------------------------------------------------------------------------------------------------- The IT infrastructure and IT operation of the IB.SH are aligned with the BSI Basic Protection. Service providers that provide IT services for the IB.SH must also align with the BSI Basic Protection. Note: The IB.SH reserves the right to switch to the specifications according to ISO27001 after 2028. At present, IT operations are carried out by an external service provider as part of a full managed service. --------------------------------------------------------------------------------------------------------------------------------------------------------------- In order to be able to provide these IT operations, a transition project must be carried out before the start of operations in each case, in order to transition the ongoing IT services, data and applications from the existing IT service provider to the new target infrastructure. --------------------------------------------------------------------------------------------------------------------------------------------------------------- According to the lots described in the specification, in addition to the pure IT infrastructure components and their operation, the following services will also be provided in the future: • Provision of a dedicated service and delivery management team for the IB.SH; • Within the framework of Lot 3: o Provision of dedicated service staff at the IB.SH on site in Kiel, supplemented by a flat organisation to ensure cost-optimised IT service availability for the IB.SH staff; o Provision of a central IT service desk in Germany or the EU and in German as the primary contact for all IT messages for end-to-end service coordination (also with third parties); • A DORA- or BSI- and PS 951-compliant service provision; • Provision, operation and use of a DSGVO-compliant tool infrastructure based on ServiceNow to optimally support the IT service processes according to ITIL; • Provision of a full managed service for applications (exception: SAP) and printer operation. --------------------------------------------------------------------------------------------------------------------------------------------------------------- The current IT infrastructure and application landscape of the IB.SH consists largely of standard software. Currently, the services of the "Central Services" are provided at data centre locations in Germany. These data centres, which are distributed across two locations, meet all regulatory requirements and include a highly available, powerful infrastructure to ensure the highest level of security, availability and reliability. --------------------------------------------------------------------------------------------------------------------------------------------------------------- The overall tender has been divided into four thematically separate lots. In the first phase of the tender, service providers can apply for individual, several or all lots.
