The South Ostrobothnia Wellbeing Services County procures cleaning services to support its own operations in accordance with the needs of the wellbeing services county. The subject of the dynamic purchasing system (DPS) is described in more detail in the invitation to participate and its annexes, especially in the annex "Dynamic Purchasing System Subject and Conditions”. The contracting authority specifies in each internal tender invitation the subjects to be tendered in the purchasing system, as well as their service descriptions and any other possible requirements. The purchasing system is in force for approximately 5 years, during which internal tender competitions are conducted. The contracting authority may extend the validity of the purchasing system with a new procurement notice. The contracting authority also has the right to terminate the dynamic purchasing system during its validity. Suppliers can apply to the purchasing system during the establishment phase and later during its validity by submitting an application to participate in accordance with the invitation to participate. Procurement contracts must be concluded before the end of the purchasing system. Procurement contracts may be valid for a maximum of five (5) years. Procurements based on procurement contracts (orders) can be made until the end of the procurement contract. The procurement procedure is two-stage. To be able to submit tenders, the supplier must first submit an application to participate and be accepted into the purchasing system. After that, the supplier can submit tenders by responding to the tender invitation sent by the procurement unit. The procurement unit will conduct internal competitions in the purchasing system as needed. Applications to participate can be submitted throughout the duration of the dynamic purchasing system. All applicants who meet the suitability requirements are included in the dynamic purchasing system. The actual procurements are made in the internal competitions of the dynamic purchasing system, where the subject of the procurement is described and specified. Suppliers who have not been accepted into the purchasing system cannot participate in the internal tender competitions. Submitting an application to participate and being accepted into the purchasing system does not oblige the supplier to submit a tender, but suppliers can submit tenders at their discretion. The procurement unit estimates the total value of the planned procurements subject to the dynamic purchasing system at the time of publication of the invitation to participate as 1-2 million euros excluding VAT, taking into account all procurements that may be made in the system. The estimate is preliminary and is based on the procurement needs known at this time. The procurement unit does not commit to any procurement quantities or firm order obligations with this notice.
