This contract involves the delivery, installation and commissioning of a system for point-of-care glucose measurements (POCT) for patients on the various campuses of AZ Delta and Sint-Andriesziekenhuis Tielt. The contract includes, among other things, the purchase and delivery of glucose POCT devices with associated docking stations, as well as the delivery of the necessary reagents and consumables for performing the measurements. The contract also includes the delivery, installation and configuration of the associated middleware for managing the devices and the results, including the necessary links with the laboratory information system (LIS), the ADT interface for patient identification and the e-learning platform of AZ Delta and Sint-Andriesziekenhuis Tielt for user management and training. The middleware also includes maintenance, updates and the associated annual license costs. The estimated scope of the contract includes, among other things, the delivery of approximately 165 glucose POCT devices with docking stations, an estimated annual consumption of approximately 240,000 glucose test strips and the necessary QC material. These quantities are indicative and may vary depending on the actual needs of the hospital. The contractor must provide a complete and integrated total solution (end-to-end) that is fully operational upon delivery within the existing ICT and healthcare environment of the contracting authority. This includes all necessary components, services and performances required for the full realization of the solution, including but not limited to configuration, integrations, links, validations, testing, installation, commissioning and operational support. The solution must be delivered without the need for additional development, structural configuration or implementation work by the contracting authority, except for the provision of necessary information or system access. All elements necessary for the correct and complete functioning of the system, even if not explicitly mentioned in the specification, are assumed to be included in the offer price and fall fully under the responsibility of the contractor.

Duration: The maximum duration of this framework agreement is 120 months. AZ Delta can terminate the agreement prematurely, each year after the start date of the contract, provided that the notification to the contractor is made by registered mail at least 90 calendar days before this annual date. In this case, the contractor cannot claim compensation for this termination.

Nature of the obligation: The contractor undertakes to carry out the contract in accordance with the rules of the art and in accordance with the provisions of this specification. This is a best-efforts obligation whereby the contractor commits to achieving the intended result within the foreseen deadlines and conditions. No take-or-pay obligation: there is no take-or-pay obligation for the contracting authority.

Exclusion of non-GPA countries: Applicants from countries that are not parties to the Government Procurement Agreement (GPA), whether or not in combination with an EU applicant, are not eligible to participate in this contract.
