Romania – Pier construction work – Actualizare proiect tehnic și execuția lucrărilor de reparații capitale pentru Digul de SE Port Tomis și platforma aferentă acestui dig și Organizarea de șantier

The subject of the contract consists of updating the technical project and carrying out major repair works for the SE Port Tomis breakwater and the platform associated with this breakwater and Site Organisation, in accordance with the specifications of the Terms of Reference no. 28157/21.07.2026. Within the contract, the Contractor's designer will draw up the following documentation:

- Technical Expertise Documentation, including:

- Specialised studies (Topo, Geo, Hydro etc)

- Topographic study with OCPI stamp,

- Bathymetric study with verifier's stamp,

- Geotechnical study with verifier's stamp,

- Hydro study with verifier's stamp, etc.

- Documentation for obtaining Building Permit (CU), including site organisation; in accordance with the legislation in force (Law no. 50 from 1991 updated) and correlated with the requirements of the local administration which issues the CU, including the technical report and representative drawings which will be subject to the approval of CTE CN APM SA for submission to the competent public authorities for the purpose of obtaining the CU.

- Specialised studies requested by the Urbanism Certificate

- Documentation for obtaining the approvals requested by the CU and at the same time, whenever necessary, the documentation requested by another authority in accordance with the legal provisions in force.

- Technical Documentation for obtaining the Building Authorisation (D.T.A.C.) and Technical Documentation for the Organisation of Execution (D.T.O.E.) - includes the technical report and representative drawings which will be subject to the approval of CTE CN APM SA for submission to the competent public authorities for the purpose of obtaining the Building Authorisation.

- The documentation "Technical Project with Execution Details, Terms of Reference and Quantity Lists" (PTh + DDE + CS + LC) will be in accordance with the framework content provided in HG 907/2016 regarding the stages of elaboration and the framework content of the technical-economic documentation related to the objectives/projects of investments financed from public funds. o Project for monitoring behaviour over time, including assembly plan and benchmarks for topographic measurements

- Technical Assistance

Taking into account the technical expertise elaborated and following the visits to the site and the analysis of the measurements and investigations carried out, the following intervention works have emerged as necessary to remedy the degradations evidenced:

- Reconstruction of the breakwater profile

- Reconstruction of the platform associated with the breakwater

- Consolidation of the retaining wall
