Description

The Digital University of North Rhine-Westphalia (DH.NRW) is a cooperative association of 41 universities and the Ministry of Culture and Science of the State of North Rhine-Westphalia for the establishment of a coordinated service infrastructure for the digital transformation of universities in NRW. These universities aim to achieve the highest standards in teaching and research and therefore require a robust and flexible solution for managing their governance, risk, and compliance requirements. To achieve this goal, the Technical University of Dortmund (TU Dortmund) intends to procure a state license for a Governance, Risk, and Compliance (GRC) tool, including onboarding, for an estimated 34 universities of the DH.NRW cooperative association. The participating universities require a comprehensive solution that covers various aspects of information security, business continuity management (BCM), data protection, and risk management. A GRC tool is a software solution that supports organizations in digitally managing and monitoring their governance, risk, and compliance processes. The tool is crucial for the efficient documentation and monitoring of these areas to ensure compliance with legal regulations and internal guidelines. The participating universities will use the GRC tool to optimize their information security, BCM, data protection, and risk management processes. Furthermore, it will facilitate collaboration between various departments and increase efficiency through automated workflows and reports. Key elements of the procedure: The Technical University of Dortmund (TU Dortmund) will award the contract through a negotiated procedure with a prior selection phase. With this notice, TU Dortmund invites interested companies to submit a participation application. Only the requirements of this notice are relevant for the participation application. Based on the submitted participation application, TU Dortmund will assess the suitability of the applicants for the contract based on the documents to be submitted according to the notice. In the second step, TU Dortmund will invite the applicants selected according to the notice to submit a binding initial offer. With the invitation to submit an offer, TU Dortmund will invite the bidders to submit optimization proposals for the performance requirements and the contract. If deemed appropriate, TU Dortmund will negotiate with the bidders on the submitted proposals. TU Dortmund expressly reserves the right not to enter into negotiations and to award the contracts based on the initial offers in accordance with § 17 Abs. 11 VgV.
