The subject of the procurement is the planning and construction of multifunctional special areas as part of the project Neubau ZMedABCSchBw as a total contractor service, divided into: ­ Microbiological laboratories, two BSL3/S3 and BSL4/S4 ­ Pharmacological/toxicological laboratories ­ High-hygiene animal husbandry (VTH) in combination with radiation protection ­ Radiation protection area RK3 area, Low Level Laboratory

The scope of services includes the complete fit-out, including the space-forming fit-outs of the aforementioned laboratory areas, as well as all technical systems, special systems and other services. The gross floor area (GFA) of the special laboratory areas is approximately 10,300m². The procurement will be conducted through a Competitive Dialogue. As the first stage, a selection competition will be carried out. As part of the second stage of the competitive dialogue, the dialogue phase, a functional specification of the services is to be developed and continued on the basis of the framework conditions, requirements and scope of services defined in the procurement documents. This must specify the solution determined by the participant in a way that provides a reliable basis for the subsequent tendering phase and the later contract implementation. In addition, the contracting authority intends to implement the subject matter of the contract with a "Progressive Partnership Model" based on the principles of "Integrated Project Management" (IPA). The planned project implementation model is based, in particular, on the following essential basic principles: Finding a suitable partner, Partnership-based project organisation, Joint risk sharing, Incentive-based remuneration model and Accounting according to the "open books" principle. Before the second stage, further procurement documents will be provided by the contracting authority. The contracting authority reserves the right to specify and change all decisions made in the course of the further procurement procedure, to the extent that this is permissible under procurement law. In particular, it reserves the right to specify contractual provisions and requirements for the task at hand in the course of the further procedure, for example on the basis of the findings gained in the later dialogue (2nd stage of the procedure), to make them the subject of the dialogues and to change them, to the extent that this is permissible under procurement law. This also applies to a possible continuation of the first drafts of the contract draft to be concluded, taking into account the above-mentioned framework conditions. At present, it is planned to carry out the procedure in two dialogue rounds. The contracting authority reserves the right to carry out additional dialogue phases if the course of the procedure requires it. All participants will be informed in good time, transparently and with due observance of the principle of equal treatment about changes to the planned procedure. Furthermore, the contracting authority reserves the right to reduce the circle of bidders in the 2nd stage after the respective dialogue rounds. As part of the dialogue rounds, several full-day meetings on site, in the premises of the contracting authority, the State Building Authority Munich 1, are to be expected in each case. The specific dates will be announced after the completion of the 1st stage, with the invitation to participate in the dialogue. The tentative dates can be found in the procurement documents.
