Distribution Service Description: The tenderer's task under the distribution contract is to provide distribution and additional services related to vaccines that have already been procured and are available, as well as those to be procured but not yet available to the contracting authority, and other vaccines not listed in the decree but procured or to be procured for pandemic preparedness, as stipulated in point 4 of Section 16 of Decree 18/1998. (VI. 3.) NM on measures to prevent infectious diseases and epidemics. The distribution service involves ensuring a continuous cold chain at +2 – +8°C for vaccines already procured and available to the contracting authority, as well as those to be procured but not yet available, and delivering the vaccines and their accompanying products (syringes, needles, vaccination cards, and documentation related to the vaccine or vaccination) that do not require refrigeration, to the addresses specified in Annex 4 of the technical specification (119 addresses, minimal address changes possible), and providing the related additional services. The distribution service also includes, in case of a pandemic situation posing a risk of infection, ensuring a continuous cold chain at – 90 – (-15) °C for vaccines already procured and available, as well as those to be procured but not yet available, and delivering the vaccines and their accompanying products (syringes, needles, vaccination cards, and documentation related to the vaccine or vaccination) that do not require refrigeration, to the addresses specified in Annex 4 of the technical specification, and providing the related additional services. The distribution service also includes, in case of a pandemic situation posing a risk of infection, ensuring a continuous cold chain at – 90 – (-15) °C for vaccines already procured and available, as well as those to be procured but not yet available, and delivering the vaccines and their accompanying products (syringes, needles, vaccination cards, and documentation related to the vaccine or vaccination) that do not require refrigeration, to the addresses specified in Annex 5 of the technical specification, and providing the related additional services. Prior to delivery, the institutions specified in Annexes 4 and 5 of the technical specification must be notified of the delivery at least 3 working days in advance. In exceptional cases, vaccines and their accompanying products (syringes, needles, vaccination cards, and documentation related to the vaccine or vaccination) that do not require refrigeration must be delivered within two working days, and in particularly urgent cases within 24 hours (including non-working days) to the institutions specified in Annex 4. The quantities of vaccines to be stored and delivered under the distribution contract are specified in the technical specification. Quantity to be stored: Annexes 1 and 2, Quantity to be delivered: Annex 3, Delivery addresses: Annexes 4 and 5, Delivery occasions: The number of delivery occasions per year at +2 – +8 °C: • a maximum of ten to each address listed in Annex 4, with each delivery round to an address to be completed within a maximum of 14 days; • from the above occasions, in January, March, June, and September of the given year, delivering mandatory age-related vaccinations to each address listed in Annex 4, with each delivery round to an address to be completed within a maximum of 14 days, in the average quantities specified in Annex 2; • from the above occasions, in August of the given year, delivering campaign vaccinations to each address listed in Annex 4, with each delivery round to an address to be completed within a maximum of 14 days, in the average quantities specified in Annex 3; • occasional deliveries to less than 20% of the addresses, on average once or twice a month. The number of deliveries per year at – 90 – (-15) °C: • The number of delivery occasions per year is a maximum of 4 times to each address listed in Annex 5 • The number of delivery occasions per year is a maximum of 2 times to each address listed in Annex 4. Under additional services, the storage of vaccines in a continuously monitored, instrument-controlled cold storage facility capable of maintaining +2 – +8 °C and, if necessary, – 90 – (-15) °C, the performance of logistical and record-keeping tasks related to storage and delivery, and the storage of accompanying products (syringes, needles, vaccination cards, and documentation related to the vaccine or vaccination) that do not require refrigeration are understood.
