The subject of the contract is the implementation of the task entitled "Expansion of the WAIWIZ building with the Centre for Sustainable Development Technology and the Centre for New Technologies and Innovations of the Poznan University of Technology (CZRNTI PP) including protective construction" in the design and build formula, along with: roads, fire roads, parking lots, sidewalks, land shaping, greenery, technical infrastructure along with its crossings, and the removal of non-operational installations, on the Warta Campus of the Poznan University of Technology in Poznan at ul. Jacka Rychlewskiego 2 on land registry plots owned by the Poznan University of Technology. The existing building - WAIWIZ - will continue to be used as a higher education building without changes. The expansion - CZRNTI PP building for science and education, laboratory-research qualified as a protective building with two shelters and two hideouts at level -1. In the planned CZRNTI PP building in the underground part/on level 0, an additional function - shelter and hideout function - is provided in the form of a designed protective building divided into two independent parts: - the first - a two-zone hideout in the category of protective building resistance U3 - the second - a two-zone shelter in the category of protective resistance S1. The rooms of the underground level/on level -1 will perform an additional function in the event of an emergency or during a war. At other times, they will perform the main function provided for in the project of the CTZRNTI PP building. The subject of the contract includes the design and execution of the investment with the application of the DNSH principle for all six environmental objectives specified in art. 9 and 17 of the Regulation of the European Parliament and of the Council (EU) 2020/852 of 18 June 2020 on establishing a framework to facilitate sustainable investment, amending Regulation (EU) 2019/2088. The planned task within the design and build formula includes: • the preparation of multidisciplinary design documentation, including technical projects (PT), execution and workshop projects (PW), post-construction documentation (DP) and necessary surveys, expert opinions and reports, including in the field of acoustics, radiation, etc., • the implementation of the investment in the scope of: land development elements, the complete CZRNTI PP building, underground connection between the Faculty of Architecture and the Faculty of Management Engineering (WAIWIZ) and CZRNTI PP, supporting structure for photovoltaic panels over the CZRNTI PP courtyard, power generator compartment, pedestrian corridor at the ceiling level above level -1 along with external stairs, located on the eastern side of CZRNTI PP, simultaneously constituting the casing of the ventilation system of the protective building, reconstruction of the pedestrian and vehicular terrain passage - access from the eastern side of WAIWIZ in the scope of changing the shape, relocating existing and building new external stairs, • making administrative submissions along with obtaining necessary agreements, consents, permits, etc., including a valid permit for the use of the investment, • comprehensive acceptance of the completed investment, • performing services and inspections in the scope of building systems, the performance of which ensures the maintenance of the warranty, for a period of 60 months from the date of signing the main acceptance protocol. A detailed definition of the subject of the contract is in Part I SWZ - point 4, Part II SWZ and Part IV SWZ. The requirement to employ based on an employment contract is specified in point 11 of Part IV SWZ. The contractor may entrust the implementation of elements (parts) of the subject of the contract to subcontractors. In the event of the intention to perform the subject of the contract with the participation of subcontractors, the contractor is obliged to indicate in their offer: the part of the contract (material scopes), the implementation of which they intend to entrust to subcontractors and to provide by the contractor the names of subcontractors, if they are already known. The contracting authority does not require the submission of subject-specific evidentiary means with the offer. The contracting authority envisages the possibility of invalidating the procurement procedure, if the public funds, which the contracting authority intended to allocate for the financing of the whole or part of the contract, have not been granted to it (art. 257 PZP). The contracting authority has received funding for the task "Construction of protective buildings and their infrastructure, intended for the needs of protecting the population.
