Every year, approximately 25,000 construction sites are built in the Hamburg road network. Of these, approximately 4,000 are located on main roads. The Hamburg road network is at its capacity limit. In the coming years, there will be a significant increase in the investment volume for infrastructure construction measures in Hamburg. The construction of the new railway lines U5 and S4, the modernization of the drinking water supply, the expansion of district heating and the fibre optic network, along with the ongoing maintenance of roads and bridge structures, will result in a further increase in civil engineering measures in the city area. The Senate of the Free and Hanseatic City of Hamburg therefore adopted the document "Strategie Zukunft Tiefbau" on 16.09.2025. The aim of the document is to further develop civil engineering in Hamburg comprehensively, to raise it to a new level of quantity and quality, and to promote a necessary cultural change and transformation process. The civil engineering projects in Hamburg are to be accelerated and, at the same time, the disruptions in the city caused by these measures are to be reduced. The document essentially addresses five packages of measures: 1. Deregulation in civil engineering 2. Cooperation projects 3. Optimization of construction processes ("only once on schedule and quickly in the same road space") 4. Specifications for data collection, Quality Gates for the approval of road closures 5. Communication These packages of measures are being processed in various working groups under the leadership of the Authority for Transport and Mobility Transition (BVM). In addition to the BVM, members of the working groups are employees of various infrastructure implementation bodies (district offices, LSBG, Hochbahn, HPA, etc.) and the utility companies (Hamburg Wasser, Hamburg Energie, Dataport, etc.). The consulting services addressed in this tender are a measure from the "Optimization of Construction Processes" package. The aim of the consulting measures is to optimize the construction process and thus gain insights for future approaches to the planning of construction processes and traffic management concepts.
