Description
The municipality of Meißner (hereinafter: "Granting Authority") aims to establish comprehensive, high-performance access to Gigabit networks. Furthermore, the Granting Authority aims to strengthen its business location and ensure the competitiveness of its companies. Therefore, concession contracts for the construction and operation of Gigabit networks as well as the provision of end-customer services in the areas specified below are to be concluded with telecommunications companies. The Granting Authorities have each submitted a funding application within the framework of the federal funding programme "Promotion to support the expansion of telecommunications networks with gigabit capacity in the Federal Republic of Germany - Gigabit Guideline 2.0", 2nd amendment of 13.01.2025, within the framework of the "Gap Closure Programme" in the sense of No. 9.1 and have each been granted funding. In addition, the Granting Authorities have each applied for and been granted co-financing under the "Guideline for the Promotion of Gigabit Supply in the State of Hesse". The funding generally covers the investment costs stated. The investment costs are calculated from the net present value of all revenues for a period of at least seven years and the net present value of all costs. Funding for the costs of network operation (including operating costs, financing costs and costs for pre-production products) is not provided. Within the framework of the federal funding, financing costs are generally eligible for funding if they serve the (interim) financing of the material costs incurred in the construction of the funded network. These include, for example, costs for construction period interest. According to the respective grant notification from the state, financing costs are not eligible for funding. Therefore, it is pointed out that if financing costs are shown in the calculation of the viability gap, there is a risk that these will not be paid out by the state at a later date. In this case, the financing costs would have to be borne by the concessionaire themselves. Consequently, the viability gap to be stated under Section 3.1 of the grant agreement to be concluded would then be reduced. An increase in the maximum grant amount specified in the grant notification is not possible. Offers with a result (viability gap or total financing) of more than 1,000,000.00 EUR (net) cannot be taken into account within the framework of the offer evaluation. The conclusion of the grant agreement (see Annex 4 for this) is subject to the condition that the corresponding own contributions of the Granting Authorities can be made available in accordance with budgetary law.
