Finland – Job search services – Tulosperusteisen valmennuspalvelun toimittajarekisteri PKS työllisyyspalveluiden asiakkaille (DPS:n kaltainen menettely)

With this notice, the employment authorities of the Helsinki metropolitan area (Espoon työllisyyspalvelut, Helsingin työllisyyspalvelut and Vantaan työllisyyden ja kotoutumisen palvelualue) are establishing a Results-based Training Services Supplier Register for the clients of PKS employment services, in cooperation with PKS. The employment authorities invite applications to participate in the formation of a results-based training products supplier register. This dynamic procurement system, similar to a DPS supplier register (hereinafter also "register"), aims to procure results-based training services for the clients of PKS employment services for the procurement units of Espoo, Helsinki and Vantaa employment areas (hereinafter also "purchaser"). The purchaser may be one city or several cities together. Within the register, various training solutions promoting employment and encounters will be tendered for the purchaser. According to the Act on the Organisation of Employment Services (Act on the Organisation of Employment Services 380/2023), the employment authority shall arrange training for clients (section 53) as follows: 1) in job seeking (job search training); 2) in clarifying career and career change options, applying for vocational education and training and developing work-life skills (career guidance); and 3) in job placement and training to be completed at the workplace (job training). The employment authority may arrange training for companies in recruiting employees and developing employer readiness. The cost of the service is considered as the company's de minimis aid. In addition, the purchaser may use the register for the procurement of other results-based training services. The training services procured from this supplier register may be targeted at both the individual clients of PKS employment services and companies. The register is divided into two (2) sub-areas according to the target groups described above: 1) Training services for individual clients 2) Training services for corporate clients. A candidate may submit an application to participate in either one of the sub-areas or both. A candidate may apply to join one sub-area, and apply to the other at a later date if desired.
