Description

The subject of the public contract is the processing of Change No. 7 of the Master Plan of the statutory city of Zlín, as one of the elements of fulfilling the Spatial Development Strategy of the city – Zlín 100 (hereinafter referred to as the "Strategy Zlín 100"). The Change to the Master Plan of the statutory city of Zlín will be addressed for the entire administrative territory of the city of Zlín. The change will affect selected parts of the textual and graphical parts of the land-use planning documentation to the extent necessary to meet the specified requirements. The basic concept of the city's development, as set out in the valid Master Plan of the statutory city of Zlín, will be preserved. The Change to the Master Plan of the statutory city of Zlín will focus on the systematic review and refinement of the city's spatial structure, specifically in areas where the existing conditions of character, use, and spatial arrangement do not adequately address the specifics of the linear character of the settlement, its internal development potential, the relationships between the urbanised area and the landscape, and the demands on infrastructure development. The subject of the public contract is based primarily on the approved Terms of Reference for Change No. 7, Strategy Zlín 100, the city's requirements, and approved proposals for changes to the Master Plan. The focus of the processing will be on addressing the spatial arrangement of the city, spatial regulation, and the use of appropriate land-use planning tools, not just on dividing the territory into areas with different uses. The processing of the change to the Master Plan will be internally divided into partial parts (partial changes, stages), namely: I. Change No. 7a: Change No. 7a will represent a partial change to the textual part of the Master Plan without changing its graphical part. The subject of the processing will be the approved proposals for Change No. 7a according to Annex 1 of the tender documentation. Change No. 7a will be processed as a separately reviewable part of Change No. 7. II. Change No. 7b: Change No. 7b will represent a set of individual changes to the textual and graphical parts of the Master Plan, based on individual proposals for changes to the Master Plan of Zlín. The subject of the processing will be the approved proposals for Change No. 7b according to Annex 1 of the tender documentation. The individual proposals will be professionally reviewed by the processor in terms of their interrelationships and in relation to the overall concept of the city's development and the prepared Change No. 7c. III. Change No. 7c: Change No. 7c will represent the conceptual and structural part of Change No. 7, the subject of which will be a more complex adjustment of the manner of spatial arrangement and regulation of the city's territory. The focus of Change No. 7c will be particularly on working with the urban structure and character of individual parts of the city, reviewing the manner of functional zoning of the territory, and strengthening spatial regulation, including the use of specific land-use planning tools set out in this tender documentation. The subject of the work and the processing of the change to the Master Plan will also include the processing of the assessment of the impact of the concepts on the environment (SEA), including the Natura 2000 assessment. The subject of the work includes the participation of the supplier as the processor in working and coordination meetings with the contracting authority (consultations with authorised persons/representatives, working seminars, meetings of the city's bodies, etc.), and participation in public hearings, where, in cooperation with the contracting authority, they will ensure the explanation of the land-use planning documentation. For more details, see the Tender Documentation and its Annexes.
