France – Motor vehicles – SYSTEME D'ACQUISITION DYNAMIQUE DE VEHICULES D'OCCASION OU NEUFS POUR LA VILLE DE CHALLANS

The dynamic purchasing system is defined without a minimum amount limit with the following maximum amount: 500 000 € VAT excl. per year or 2 000 000 € VAT excl. over 4 years. The estimated procurement amount for the first year is: 260 000 € VAT incl. Since the estimated value of the requirement is above the formalised procedure threshold in accordance with Article R2162-38 of the Public Procurement Code, the buyer will comply with the rules of the restricted tender call for specific contracts. The modalities for submission and selection of applications are detailed in the consultation regulations (RC). Only approved candidates will be able to participate in the specific contracts thereafter. The consultation procedure is fully electronic. The criteria for judging tenders and the modalities for analysing tenders are indicated in the RC. The initial deadline for submission of applications (first phase of candidate admission to the DPS) is 13/10/2026 at 12:00. The quantities will be set in the specific contract consultation documents. Applications may be submitted throughout the validity period of the DPS (end date of the DPS: 11/10/2030). However, no request for admission to the DPS will be examined during a consultation phase aimed at awarding a specific contract. The dynamic purchasing system is not subdivided into categories. The specific contracts will concern vehicles whose Gross Vehicle Weight Rating is less than 12T. These vehicles may be of any type of energy (electric, hybrid, thermal, CNG…), with or without take-back and possibly with a maintenance contract. Excluded from this DPS are vehicles over 12T, agricultural vehicles and machinery, special equipment (lifting, handling…), and vehicles used as tools (street sweeper, hydraulic shovel, mobile crane, loader…), public transport vehicles, two-wheelers and quadricycles.
