The municipality of Frensdorf (hereinafter also referred to as the "granting authority" or "contracting authority") is conducting a Europe-wide, transparent and non-discriminatory procedure for the award of a service concession in accordance with the provisions of Section 4 of the GWB and the Konzessionsvergabeverordnung (KonzVgV) to select a network operator within the framework of the operator model according to No. 3.2 of the Gigabit-Richtlinie 2.0. Bidders must submit the required proof of eligibility with the submission of their bids. The granting authority reserves the right to negotiate with bidders on their offers or to grant the respective first offer. The granting authority will select the most economical offer for awarding the contract on the basis of the evaluation criteria mentioned in Section 8.2. The contracting authority reserves the right to cancel the tendering procedure in whole or in part if no economic result is achieved or if other substantive reasons preclude the award.
